SEX OFFENDER ARRESTED ON MULTIPLE CHARGES

On 15 Jan 09, while attempting to locate a runaway juvenile, Deputy Sheriff S. Travaglio obtained information indicating in excess of twenty marijuana plants were being grown in the apartment of Clifton D. Collins, age 28, at 223 Greene Street Apt. 1, Marietta. Further investigation revealed Collins is a registered sex offender whose registered address was in Macksburg. Obtaining a warrant for the apartment on 16 Jan, Deputy Travaglio and Detectives Reynolds, Rhodes and Schuck searched Collins’ apartment and seized two small marijuana plants, marijuana seeds and various drug paraphernalia. Collins was not present during the search but was interviewed on 17 Jan. During the interview, Collins admitted to having marijuana and a marijuana pipe in his pockets and stated he had been living at the residence since November 2008. Additional interviews disclosed that at one time Collins was growing thirty marijuana plants, which he told his girlfriend were tomato plants, but that the family cat destroyed nearly all of them. Determining the marijuana and related items were the property of Collins, Deputy Travaglio arrested Collins for misdemeanor charges of cultivation of marijuana, possession of marijuana and possession of drug paraphernalia. Collins is also charged with a fifth degree felony count of failure to register a change of address as a registered sex offender. He remains incarcerated in lieu of $4,400 bond.

The following individuals were processed into the Washington County Jail:

Jamie Marie Hower, age 22, 17020 State Route 550, Marietta, for OVI and for driving under a suspended license, both misdemeanors. Hower was arrested on State Route 550 by the Ohio State Highway Patrol and processed into the Washington County Jail on 17 Jan 09 at 2:21 am.

Robert Lee Hysell Jr., age 25, 914 Pike Street, Parkersburg, for driving under a license suspended for having unpaid citations, a misdemeanor. Hysell was arrested at his residence by Lt. Gherke of the Washington County Sheriff’s Office and processed into the Washington County Jail on 17 Jan 09 at 3:12 am.

Clifton Dwayne Collins, age 28, 223 Greene Street Apt. 1, Marietta, for a felony charge of failure to register a change of address as a registered sex offender and for misdemeanor charges of possession of drug paraphernalia, possession of marijuana and cultivation of marijuana. Collins was arrested at his residence by Deputy Sheriff S. Travaglio and processed into the Washington County Jail on 17 Jan 09 at 1:40 pm.
