On 5 Dec 08 Deputy Sheriff Carr observed an illegal dump site in the area of the 1000 block of Swift Road in Waterford Township. Dumped at the location were a mattress, a bathtub, couches, car tires and numerous bags of trash. This case remains under investigation (790).

On 5 Dec 08 a forty year old Marietta resident reported his sixteen year old daughter was supposed to be spending the night at a friend’s home but he believes she went to a different friend’s home without permission. The complainant said his daughter’s friend, David Conway, age 25, 442 Muskingum Drive, Marietta, denied the juvenile was at his residence and stated he had not spoken to her. Several minutes later though the complainant received a phone call from Mr. Conway’s residence saying the juvenile was inside the home. The juvenile walked out of Mr. Conway’s residence and returned home with her father. After the juvenile’s father expressed his desire to pursue charges against Mr. Conway, Deputy Sheriff Anderson requested a summons for Mr. Conway for contributing to the unruliness of a minor.

WARREN SCHOOL EMPLOYEE CHARGED WITH TELEPHONE HARRASSMENT

At 0300 on 5 Dec 08 the Sheriff’s Office received a complaint from Warren Local School District management concerning the receipt of harassing telephone calls from Kevin L. Goodfellow, age 46, 11625 New England Road, Stewart, OH. Goodfellow, an employee of Warren Local Schools who is currently on administrative leave pending an internal investigation, made multiple calls to the home and mobile phones of several school officials. Warrants for two counts of telephone harassment were obtained for Goodfellow. Goodfellow subsequently barricaded himself in his home and refused to come out stating he would only surrender after being shot. A hostage negotiator and members of the Washington County Sheriff’s Office Special Response Team assisted the Athens County Sheriff’s Office in safely apprehending Goodfellow without further incident at 1810. Goodfellow is being held in the Washington County Jail without bond on warrants from Marietta Municipal court for two counts of telephone harassment. Charges related to the standoff are under investigation by Athens County authorities. Goodfellow is due to appear in Marietta Municipal Court Monday 8 Dec 08.

Joshua J. Blewett, age 21, 6970 State Route 821 Apt. B, Whipple, for the theft of items from Wal-Mart on 16 Nov 08 and for breach of recognizance for failing to appear for arraignment on 24 Nov 08.

Chelsea R. Montgomery, age 24, 141 17th Street Apt. 12, Canton, for parking her vehicle in a yellow curb zone in the city of Marietta on 2 Mar 08.

Jeffrey L. Pepper, age 41, 1600 Pike Street, Parkersburg, for failure to appear at a court ordered hearing on unpaid fines in the sum of $123.50.

Helena D. Riggs, age 34, 1455 East Branch Road, Lowell, for failing to appear to serve ten days in jail on 4 Nov 08.

Robert M. Russell, age 19, 3275 Highland Ridge Road, Lowell, for failure to appear at a court ordered hearing on unpaid fines in the sum of $1,924.40.

Charles F. Simmons, age 25, 19441 Circle Drive, Guysville, for failing to appear to serve thirty-eight days in jail on 27 Nov 08 and for failure to appear at a court ordered hearing on unpaid fines in the sum of $1,758.20.

Brian J. Taggart, age 39, 1133 Market Street Apt. 307, Parkersburg, for failing to appear to serve five days in jail on 15 Nov 08.

Thomas B. Moore, age 18, 207 ½ Florence Street, Belpre, for violating the terms of his probation on offenses committed as a juvenile.

The following individuals were processed into the Washington County Jail:

Terrel Coy Davis, age 24, 710 Mary Street, Belpre, for domestic violence, a felony. Davis was arrested at his residence by Patrolman Stump of the Belpre City Police Department and processed into the Washington County Jail on 5 Dec 08 at 4:06 am.

Charday Marie Underdown, age 20, 695 Wedgewood Drive Apt. 7, Columbus, for failure to appear, a misdemeanor. Underdown was picked up at the Athens County line by Deputy Sheriff Spencer and processed into the Washington County Jail on 5 Dec 08 at 4:50 pm.

Kevin Goodfellow, age 46, 11625 New England Road, Stewart, for two misdemeanor counts of telephone harassment. Goodfellow was arrested at his residence by Lt. Gherke of the Washington County Sheriff’s Office and processed into the Washington County Jail on 5 Dec 08 at 7:20 pm.
