On 11 Nov 08 Dixie M. Ingold, age 49, 16745
County Nine Road, New Matamoras, reported she feared for her
safety during a dispute with her husband, from whom she recently
separated. Ms. Ingold stated her husband Cecil, age 51, 101
Evans Street Apt. 21, New Matamoras, was at her home gathering
belongings when he started an argument, began throwing dishes
and hit her arm when he threw a bottle of dish soap at her.
Interviewed at his home, Mr. Ingold admitted arguing with his
wife but denied throwing any dishes or threatening her in any
way. During her questioning of Mr. Ingold, Deputy Sheriff K.
Travaglio observed a marijuana pipe stuck under a couch cushion
where Mr. Ingold was seated. Mr. Ingold denied the pipe was
his, stating he recently purchased the couch and that it must
have been there when he bought it. As a result of her investigation
Deputy Travaglio arrested Mr. Ingold for domestic violence,
possession of drugs and possession of drug paraphernalia and
transported him to the Washington County Jail.
On 11 Nov 08 Kathleen Mulligan, age 56, 20140
State Route 676, Marietta, reported she was walking on her
property when she heard a gunshot. Ms. Mulligan turned to see
a fifteen year old neighbor three houses away holding a long
gun, laughing and taunting her along with two other juveniles.
The juvenile with the gun pointed the weapon at Ms. Mulligan,
then turned away and fired the gun. Citing the fact that Ms.
Mulligan feared for life, Deputy Sheriff K. Travaglio requested
a summons for the teenager to appear in Juvenile Court for
being delinquent. If committed by an adult the juvenile would
face a charge of aggravated menacing.
On 11 Nov 08 Teresa Rhoads, age 38, 25 Southland
Cemetery Road, Cutler, reported she was about to drop off two
house keys in her former live-in boyfriend’s mailbox
when her former boyfriend, Matthew W. Dowler, age 44, 798 Mayle
Ridge Road, Cutler, jumped out from behind a tree and pulled
her from her vehicle. Hitting and kicking Ms. Rhoads, Mr. Dowler
dragged his ex-girlfriend by her hair up his driveway. Ms.
Rhoads fought away from Mr. Dowler and ran toward her home
as Mr. Dowler entered her vehicle and gave chase. Ms. Rhoads
said she could hear Mr. Dowler threatening to run her over
and stated Mr. Dowler was chasing her like a game of cat and
mouse. Ms. Rhoads finally gained refuge inside her home and
Mr. Dowler fled. Viewing injuries consistent with Ms. Rhoads’ statement,
Deputy Sheriff Richards requested a warrant for Mr. Dowler
for domestic violence.
The following individuals
were processed into the Washington County Jail:
Mary Louise Delancey, age 44, 407B Four Mile Creek, Coolville,
for driving under a suspended license, a misdemeanor. Delancey
was arrested near Kroger in Belpre by the Ohio State Highway
Patrol and processed into the Washington County Jail on 11
Nov 08 at 5:25 am.
Austin Paul Pulver, age 18, 416 O’Neal Street, Belpre,
for criminal trespassing and for resisting arrest, both misdemeanors.
Pulver was arrested on Larson Street by Patrolman Augenstein
of the Belpre City Police Department and processed into the
Washington County Jail on 11 Nov 08 at 6:09 am.
Cecil Dewayne Ingold, age 51, 101 Evans Street Apt. 21, New
Matamoras, for domestic violence, possession of drugs and possession
of drug paraphernalia, all misdemeanors. Ingold was arrested
at his residence by Deputy Sheriff S. Travaglio and processed
into the Washington County Jail on 11 Nov 08 at 4:12 pm.
Randy Lloyd Brandt, age 32, 1015 18th Street Apt. F3, Vienna,
for violating the terms of a protection order, a misdemeanor.
Brandt was arrested on Main Street by Patrolman Williams of
the Belpre City Police Department and processed into the Washington
County Jail on 11 Nov 08 at 5:45 pm.
