On 16 Oct 08 Deputy Sheriff S. Travaglio issued a citation to Dennis E. Herndon III, age 22, 970 Dixon Ridge Road, Lowell, for reckless operation and for driving outside the marked lanes of travel. Stopped on State Route 60 near Arends Ridge Road, Mr. Herndon had an odor of alcohol but subsequently tested below the .08 limit.

On 16 Oct 08 Deputy Sheriff Norman charged Marissa Kiggans, age 22, 75 Martin Drive, Fleming, with theft. On fifteen separate occasions between 7 Jul and 8 Aug Ms. Kiggans allegedly used a friend’s credit card to add $363.80 worth of minutes to her cellular phone account. In jail on an unrelated charge, Ms. Kiggans could not provide a plausible explanation for her use of the debit card.

The following individuals were processed into the Washington County Jail:

Joshua Brent Simmons, age 19, 208 Montgomery Street, Marietta, for violating the terms of his probation, a misdemeanor. Simmons was arrested at the office of Probation Officer Brockmeier and processed into the Washington County Jail on 16 Oct 08 at 1:45 pm.

Gregory Allen Hart, age 18, 442 Washington Street, Macksburg, for violating the terms of his probation, a misdemeanor. Hart was arrested at the office of Probation Officer Hamilton and processed into the Washington County Jail on 16 Oct 08 at 2:20 pm.

Marissa Brianne Kiggans, age 22, 75 Martin Drive, Fleming, for a felony charge of theft and for misdemeanor charges of driving under an FRA suspended license, having fictitious plates and failure to register. Kiggans was arrested on Fourth Street in Marietta by Deputy Sheriff Rhodes and processed into the Washington County Jail on 16 Oct 08 at 5:45 pm.
