On 12 Aug 08 Richard R. Ross, age 32, 42936
State Route 7, Coolville, reported late the previous evening
the Highway Patrol contacted him to say a Dodge truck registered
to him was involved in a rollover accident on State Route 26.
Mr. Ross said his brother is making payments to him to purchase
the truck and that the vehicle was parked at his brother’s
residence at 103 Woodcrest Lane, Marietta. Further investigation
revealed that the driver of the truck was a juvenile in law
of Mr. Ross’ brother. This case remains under investigation
(232).
On 12 Aug 08 Thomas Strahler, age 59, 1780
Pine Ridge Road, Fleming, reported he believes a timber company
hired by his neighbor encroached 1,000 feet onto his property
and cut twenty-nine oak trees he estimates are worth $15,000.
This case remains under investigation (945).
On 12 Aug 08 Charles B. Russell, age 38, 1450
Scotts Ridge Road, Whipple, reported sometime over the last
twenty-four hours an unknown suspect removed a flower basket
from his mother’s headstone at the Salem Township Cemetery.
This case remains under investigation (200).
On 12 Aug 08 a fourteen year old Little Hocking
resident reported an unknown male pushed him off his dirt bike
while he was riding on a path in the woods behind Meadowcrest
Lane in Little Hocking. When interviewed the suspect said the
teenager was riding the motorcycle on his property and he stood
in the middle of the path with his arms outstretched to get
the juvenile to stop. The suspect stated any contact with the
juvenile was unintentional and he only wanted to chew out the
teenager for being on his property. As a result of his investigation
Deputy Sheriff Eddy closed this case as unfounded.
On 12 Aug 08 Julia McKnight, age 26, 1200
Park Avenue, New Matamoras, reported she had been arguing with
her boyfriend periodically throughout the day and that their
arguing culminated when her boyfriend choked her. Ms. McKnight
said she was not seriously injured, was not threatened during
the incident and she declined to pursue the matter further
(897).
On 12 Aug 08 Deputy Sheriff Smeeks arrested
Ronald L. Huffman, age 52, Route 1 Box 6, Big Ben, WV, for
possession of drugs, possession of drug paraphernalia and for
operating without a license. Stopped for not stopping at a
stop sign at the intersection of Sixth and Barclay Streets
in Belpre, Mr. Huffman answered that he had marijuana in his
pocket when Deputy Smeeks asked him if he had anything illegal.
In Mr. Huffman’s pockets Deputy Smeeks discovered three
small bags of marijuana and a marijuana pipe. A canine indicated
the presence of drugs in Mr. Huffman’s vehicle, leading
Deputy Smeeks to discover another bag of marijuana behind the
driver’s seat.
SUSPECT ARRESTED FOR UNLAWFUL
SEXUAL CONDUCT WITH A MINOR
On 7 Aug 08 the Sheriff’s Office began
an investigation after receiving information from Washington
County Children’s Services indicating that Daniel P.
Williams, age 20, 1085 State Route 339, Belpre, engaged in
sexual relations with and fathered a child with a fifteen year
old female. Interviewed on 12 Aug, the teenager informed Detective
Hiatt that she had been having consensual sex with Mr. Williams
at his residence and at her grandmother’s residence both
in Washington County since October 2007 and she gave birth
to his child in July. The juvenile said that Williams was present
for the birth, his name is on the birth certificate and there
wasn’t any possibility of anyone else being the father.
Later interviewed by Detective Hiatt, Williams
would answer general questions about his relationship with
the child, including living at her grandmother’s residence
since October of 2007 and knowing the child was 15. However,
Williams stopped answering when asked specific questions about
his sexual relationship with this child. At that time Detective
arrested Mr. Williams for unlawful sexual conduct with a minor
and transported him to the Washington County Jail. Williams
remains incarcerated on $5,000 bond.
In September of last year Williams pled guilty
to a reduced charge of contributing to the delinquency of a
minor after a fifteen year old Belpre girl reported engaging
in sexual relations with Williams the previous July. A three
day jail sentence was suspended provided Williams had no new
criminal violations for a year and did not have contact with
his victim. The Prosecutor’s Office is pursuing reinstatement
of the three day sentence.

Melissa Dawn Bayless, age 34, 1216 Stevens Street, Parkersburg,
for theft and for criminal trespassing, both misdemeanors.
Bayless was arrested on State Route 7 by Deputy Sheriff Mankins
and processed into the Washington County Jail on 12 Aug 08
at 1:28 am.
James David Vandale, age 35, 1322 Avery Street, Parkersburg,
for theft and for criminal trespassing, both misdemeanors.
Vandale was arrested on State Route 7 by Deputy Sheriff Mankins
and processed into the Washington County Jail on 12 Aug 08
at 2:29 am.
Daniel Paul Williams, age 20, 1091 State Route
339, Belpre, for unlawful sexual conduct with a minor, a felony.
Williams was arrested on State Route 550 by Detective Hiatt
of the Washington County Sheriff’s Office and processed
into the Washington County Jail on 12 Aug 08 at 12:25 pm.
Jerry Lee Noble, age 36, 17111 Mill School Road, Guysville,
OH, for breaking and entering, a felony. Noble was picked up
at the Warren Correctional Institution by Deputy Sheriff O’Brien
and processed into the Washington County Jail on 12 Aug 08
at 5:45 pm.
Ronald Leo Huffman, age 52, Route 1 Box 6, Big Ben, WV, for
possession of drugs, possession of drug paraphernalia, for
operating with an expired license and for not stopping at a
stop sign, all misdemeanors. Huffman was arrested on Elm Street
in Belpre by Deputy Sheriff Smeeks and processed into the Washington
County Jail on 12 Aug 08 at 5:55 pm.
