On 18 Jul 07 Deputy Sheriff Smeeks issued
a citation to a seventeen year old Waterford resident for traveling
74 mph in a 55 mph zone. Deputy Smeeks stopped the young man
on State Route 60 near Coal Run Road in Adams Township.
On 18 Jul 07 Deputy Sheriff Morris responded
to a domestic dispute involving a forty-three year old Marietta
resident and her sixteen year old son. The victim stated after
she confiscated her son’s learner’s permit for
not completing household chores he attempted to overturn the
chair in which she was sitting. When he failed to do so the
juvenile pulled his fist back in a threatening manner, causing
his mother to fear for her safety. As a result, Deputy Morris
arrested the teenager for being delinquent and transported
him to the Washington County Juvenile Detention Center.
On 18 Jul 07 Michael S. Lamp, age 33, 3044 ½ Washington
Boulevard, Belpre, reported while he was away from his residence
for the past day an unknown suspect(s) entered his home and
stole a twenty gauge shotgun, a .22 caliber rifle, a Gamecube
and games, home theater speakers, a DVD player, NASCAR collectible
cards and his prescription bottle of Xanax, a total loss of
around $2,000. This case remains under investigation (515).
On 18 Jul 07 Marnie J. Trickett, age 37, 845
County House Lane, Marietta, reported she was choked by her
fiancé Douglas P. Christopher, age 38, who is also a
resident at the Washington County Home. Ms. Trickett stated
during an argument Mr. Christopher pushed her onto his bed,
straddled her and momentarily choked her. Able to corroborate
Ms. Trickett’s claim with the redness on her neck, Deputy
Sheriff Johnson arrested Mr. Christopher for assault and transported
him to the Washington County Jail.
On 18 Jul 07 neighbors of 115 Deer Haven Street,
Marietta, reported Carla M. O’Neill, age 36, was assaulting
her live-in boyfriend Joseph W. Myers, age 30, the driveway
of their residence. Numerous neighbors stated Ms. O’Neill
repeatedly struck Mr. Myers and that Mr. Myers did not fight
back but tried to escape. Ms. O’Neill departed the scene
prior to the arrival of Deputies but was located driving her
vehicle on Sandhill Road. In addition to being charged with
driving under a suspended license, Ms. O’Neill was arrested
for domestic violence and transported to the Washington County
Jail.
On 18 Jul 07 an employee of Suddenlink Communications,
400 Rayon Drive, Parkersburg, reported for the fourth time
in ten days residents of Sierra Apartments, 836 Pike Street,
Marietta, pried open the complex’s cable box. The suspect(s)
unhooked the cable from a paying customer and connected the
cable to an unauthorized apartment. This case remains under
investigation (953).
MULTIPLE DRUG TRAFFICKING ARRESTS
In conclusion to a joint investigation with the Parkersburg
Narcotics Task Force, the Major Crimes Task Force executed
two search warrants this morning and arrested four suspects
on charges involving drug trafficking. The search warrants,
executed at the Budget Lodge on Washington Boulevard in Belpre,
resulted in the seizure of five and a half pounds of marijuana,
ninety ecstasy pills and approximately $2,500 cash. Those suspects
arrested and their respective charges are:
The investigation began when a confidential informant purchased
twenty ecstasy pills for $15 each from Mr. Frank, with Mr.
Hamlet and Mr. Pippens present in room number 118. Further
surveillance revealed the suspects were traveling between room
118 and room 128, where during the search warrant detectives
discovered the marijuana in a cooler, packaged for sale with
a street value of $25,000.
This is the first time ecstasy with a street value of approximately
$1,600 has been purchased by MCTF Agents in this area. The
primary effects of MDMA include feelings of openness, euphoria,
empathy, love, and heightened self-awareness. Tactile sensations
are enhanced for some users, making physical contact with others
more pleasurable. Other side effects, such as jaw clenching
and elevated pulse, are common. Some users report effects similar
to those of softer stimulants such as caffeine, and a few report
effects comparable to harder stimulants such as cocaine.
When questioned, Mr. Morgan admitted he brought the marijuana
from New York to this area with the intention of selling it.
All suspects are being held without bond pending their initial
appearance in Marietta Municipal Court this afternoon.

Tana Kay Senften, age 45, 57 Rock Street, Coolville, for possession
of drugs, a misdemeanor. Senften was arrested on US 50 near
Collins Road by Deputy Sheriff Staats and processed into the
Washington County Jail on 18 Jul 07 at 12:05 am.
Tina Marie Sims, age 43, 11870 Veto Road, Marietta, for OVI
and driving left of center, both misdemeanors. Sims was arrested
on Veto Road by Lt. Wilson of the Washington County Sheriff’s
Office and processed into the Washington County Jail on 18
Jul 07 at 1:00 am.
Andre Delvon Hamlet, age 23, Budget Lodge Room 118, Belpre,
for conspiracy in trafficking in ecstasy, a felony. Hamlet
was arrested at the Budget Lodge in Belpre by Detective Nohe
of the Major Crimes Task Force and processed into the Washington
County Jail on 18 Jul 07 at 6:27 am.
David Leroy Morgan Sr., age 31, 1715 16th Street, Niagara
Falls, NY, for trafficking in marijuana, a felony. Morgan was
arrested at the Budget Lodge in Belpre by Detective Nohe of
the Major Crimes Task Force and processed into the Washington
County Jail on 18 Jul 07 at 6:30 am.
Christopher H. Pippens, age 31, 3890 Willowmeade Drive, Snellville,
GA, for conspiracy in trafficking in ecstasy, a felony. Pippens
was arrested at the Budget Lodge in Belpre by Detective Nohe
of the Major Crimes Task Force and processed into the Washington
County Jail on 18 Jul 07 at 6:58 am.
Anthony Ravon Frank, age 21, 422 Market Street, Parkersburg,
for a felony charge of trafficking in ecstasy and misdemeanor
charges of failure to appear at a court ordered hearing on
unpaid fines and violating the terms of his probation. Frank
was arrested at the Budget Lodge in Belpre by Detective Nohe
of the Major Crimes Task Force and processed into the Washington
County Jail on 18 Jul 07 at 7:14 am.
Cynthia Ann Misner, age 40, 5329 School House
Road, Little Hocking, for violating the terms of her probation,
a misdemeanor. Misner was arrested at the office of Probation
Officer Brockmeier and processed into the Washington County
Jail on 18 Jul 07 at 9:48 am.
John Eugene Anderson, age 26, Marietta, for failure to register
a change of address as a registered sex offender, a felony.
Anderson turned himself in to Lt. Coppernoll of the Washington
County Sheriff’s Office and was processed into the Washington
County Jail on 18 Jul 07 at 11:10 am.
Catherine Elaine Robinson, age 32, 23050 Jordan Run Road,
Coolville, fort felony charges of trafficking in drugs, possession
of drugs and violating the terms of her probation and misdemeanor
charges of failure to appear and violating the terms of her
probation. Robinson was picked up at the North Central Regional
Jail in Doddridge, WV by Deputy Sheriff O’Brien and processed
into the Washington County Jail on 18 Jul 07 at 11:45 am.
Norman Douglas Kennedy, age 21, Marietta, for breaking and
entering, automobile theft, arson, tampering with evidence,
burglary and theft, all felonies. Kennedy was picked up at
the Noble Correctional Institution by Deputy Sheriff O’Brien
and processed into the Washington County Jail on 18 Jul 07
at 2:20 pm.
Phillip Conrad Hughes, age 21, 1001 Front Street, Marietta,
for telephone harassment, a misdemeanor. Hughes turned himself
in at the Sheriff’s Office to Deputy Sheriff Norman and
was processed into the Washington County Jail on 18 Jul 07
at 5:15 pm.
Carla Marie O’Neill, age 36, 115 Deer Haven Street,
Marietta, for domestic violence, for driving under a suspended
license and for violating the terms of her probation, all misdemeanors.
O’Neill was arrested on Sandhill Road by Lt. Wilson of
the Washington County Sheriff’s Office and processed
into the Washington County Jail on 18 Jul 07 at 5:55 pm.
Douglas Perry Christopher, age 38, 845 County House Lane,
Marietta, for assault, a misdemeanor. Christopher was arrested
at his residence by Deputy Sheriff Johnson and processed into
the Washington County Jail on 18 Jul 07 at 10:35 pm.
