On 27 Jan 07 Deputy Sheriff Evans issued a
citation to Frederick C. Schwerer, age 40, 920 Abicht Avenue,
Johnstown, PA, for traveling 76 mph in a 55 mph zone. Deputy
Evans stopped Mr. Schwerer on State Route 7 near US 50 in Belpre
Township.
On 27 Jan 07 Deputy Sheriff Staats arrested
Matthew T. Lutzen, age 27, 5036 Burnett Road, Cutler, for possession
of drugs and possession of drug paraphernalia. Stopping Mr.
Lutzen for speeding on State Route 550, Deputy Staats discovered
a bag of marijuana and a pipe that Mr. Lutzen admitted throwing
from his vehicle.
On 27 Jan 07 Deputy Sheriff Evans requested
summonses for a thirteen year old resident and for a fourteen
year old Caldwell resident to appear in Juvenile Court for
being delinquent. Both females were observed taunting then
striking in the face and pulling the hair of a twelve year
old Marietta resident as she walked along State Route 550 with
friends.
On 27 Jan 07 an employee of the Pit Stop,
3355 State Route 821, Marietta, reported witnessing William
Deford, age 35, 120 Walker Street, Marietta, stuffing snack
cakes and a tire pressure gauge in his pants. Mr. Deford then
left the store only paying for $10 in gas and a Twinkie. Therefore,
Deputy Sheriff Norman requested a summons for Mr. Deford for
theft.
On 27 Jan 07 Deputy Sheriff Smeeks issued
a citation to Oscar R. Lopez, age 39, Route 2 Box 88, Logan,
WV, for traveling 75 mph in a 55 mph zone. Deputy Smeeks stopped
Mr. Lopez on State Route 7 near milepost forty-one in Newport
Township.
On 27 Jan 07 Lt. Canavan and Deputy Sheriffs
Mankins and Rhodes responded to a domestic dispute at 108 Seneca
Drive, Marietta. Georgie Smith, age 41, stated an argument
with her husband Steven Hupp, age 36, began the previous morning
and involved him throwing an ashtray at her face and cutting
her lip. After the altercation Ms. Smith said her husband would
not let her leave, threatened that if she did leave he would
kill her and forbade her from using the phone. Able to finally
phone her children for help, Ms. Smith was held captive for
nearly fifteen hours. While being arrested for domestic violence
and kidnapping Mr. Hupp was found in possession of two crack
pipes, resulting in an additional charge of drug paraphernalia.
On 27 Jan 07 Deputy Sheriff Rhodes arrested
Brandon L. Busbey, age 23, 1628 Hill Street, Belpre, for OVI
and for failure to signal. Stopped for not using a signal when
turning onto Braun Road, Mr. Busbey slurred his speech and
admitted drinking four beers at a bar in Parkersburg. Following
his poor performance on field sobriety tests Mr. Busbey was
transported to the Washington County Jail where he tested .141%
BAC.
On 27 Jan 07 Deputy Sheriff Randy Stackpole,
K-9 Officer with the Washington County DICE Team observed
a vehicle operating in an erratic manner on the Washington
Street
Bridge in Marietta. Stackpole observed the driver run upon
the sidewalk and almost strike the bridge. The vehicle was
stopped and the driver, Raleigh R. Robinson, Jr., age 30,
7 Monroe St. Chauncey, Oh was found to be driving while under
suspension. During the subsequent search and arrest, Deputy
Stackpole discovered marijuana and three grams of cocaine
in
Robinson’s pocket. Robinson although unemployed had
$953.00 in cash hidden with the cocaine. Robinson advised
Stackpole
that he had previously been charged with over 40 grams of
cocaine in Athens County.
Responding to numerous interviews corroborating
the night’s chain of events, Detective Brockmeier previously
requested a felonious assault warrant for Cody A. Shook, age
18, 42 Colegate Drive, Marietta, who later turned himself in
at the Washington County Jail. Witnesses at the party at 302
Bohl Drive, Marietta on 21 Jan 07 reported observing Mr. Shook
passing out steak knives after the arrival of the victim, Craig
Clark, and his friends from Parkersburg and that Mr. Shook
also placed a knife up the sleeve of his shirt. During the
melee that later ensued witnesses watched as the two tussled
on the floor and at one point saw a knife in one combatant’s
hand. Thereafter the witnesses heard Mr. Clark yell out in
pain and the two stood up from the floor and left the residence.
Mr. Shook has appeared in court and been released on a personal
recognizance bond.
While investigating the assault, Detectives learned that Matthew
S. Feathers, age 23, 635 Fourth Street, Marietta, removed a
twelve gauge shotgun from the trunk of his vehicle and loaded
it with ammunition. In the affidavit requesting a warrant for
Mr. Feathers for handling a weapon while intoxicated, Detective
Sirianni alleges that Mr. Feathers loaded the weapon because
he believed a group of individuals were coming to the party
to fight him. Witnesses reported Mr. Feathers had been drinking
and that his friends were able to intervene and secure the
weapon safely. In consequence, Mr. Feathers was arrested and
transported to the Washington County Jail. The investigation
is continuing and other arrests are expected.
The following individuals
were processed into the Washington County Jail:
Rodney Joseph Disbennett, age 31, 225 King Road, Shade, OH,
for two misdemeanor counts of failure to appear. Disbennett
was picked up in Athens County by Patrolman Augenstein of the
Marietta City Police Department and processed into the Washington
County Jail on 27 Jan 07 at 12:30 am.
Jerry Dean Coleman, age 45, 510 Carson Lane, Belpre, for obstructing
official business, possession of drugs and possession of drug
paraphernalia, all misdemeanors. Coleman was arrested on Carson
Lane in Porterfield by Deputy Sheriff Rhodes and processed
into the Washington County Jail on 27 Jan 07 at 1:00 am.
Justin H. Hollister, age 30, 613 Sixth Street, Marietta, for
OVI and for failure to yield at a flashing signal, both misdemeanors.
Hollister was arrested on Fifth Street in Marietta by the Ohio
State Highway Patrol and processed into the Washington County
Jail on 27 Jan 07 at 2:50 am.
Brandon Lee Busbey, age 23, 1628 Hill Street, Belpre, for
OVI and for failure to signal, both misdemeanors. Busbey was
arrested on Braun Road in Belpre by Deputy Sheriff Rhodes and
processed into the Washington County Jail on 27 Jan 07 at 4:20
am.
Steven Thomas Hupp, age 36, 108 Seneca Drive, Marietta, for
felony charges of kidnapping and domestic violence and a misdemeanor
charge of possession of drug paraphernalia. Hupp was arrested
at his residence by Deputy Sheriff Mankins and processed into
the Washington County Jail on 27 Jan 07 at 6:23 am.
Raleigh Ray Robinson Jr., age 30, 7 Monroe Street, Chauncey,
OH, for a felony charge of possession of drugs and misdemeanor
charges of possession of drugs and driving under a suspended
license. Robinson was arrested on State Route 7 by Deputy Sheriff
Stackpole and processed into the Washington County Jail on
27 Jan 07 at 9:25 am.
Brian Patrick Bacorn, age 27, 510 Third Street, New Matamoras,
for possession of drug paraphernalia, a misdemeanor. Bacorn
was arrested on State Route 7 by Deputy Sheriff Smeeks and
processed into the Washington County Jail on 27 Jan 07 at 3:13
pm.
Rhonda Deann Clark, age 30, 1685 Wynncrest Drive, Marietta,
for driving under a suspended license, complicity in possessing
drugs and for not wearing a seat belt, all misdemeanors. Clark
was arrested on State Route 550 by the Ohio State Highway Patrol
and processed into the Washington County Jail on 27 Jan 07
at 10:00 pm.

for possession of drugs and possession of drug paraphernalia,
both misdemeanors. Lutzen was arrested on State Route 550 by
Deputy Sheriff Staats and processed into the Washington County
Jail on 27 Jan 07 at 11:43 pm.
