On 27 Oct 06 Deputy Sheriff Mankins arrested
Ralph W. Kerns, age 58, 106 Kibler Lane, Williamstown, for
OVI and for not using a turn signal. Stopping Mr. Kerns for
not using his turn signal as he exited State Route 7 to Belpre,
Deputy Mankins noticed a strong odor of alcohol. Following
his poor performance on field sobriety tests Mr. Kerns was
transported to into the Washington County Jail where he tested
.122% BAC.
On 27 Oct 06 Betty D. Rutheford, age 47, 115
Hendricks Street, Newport, reported Mitchell L. Greenwood,
age 21, 35 Heeter Street, Newport, threatened her son for not
giving him a ride home from the Frontier football game. Ms.
Rutheford stated once her son arrived home Mr. Greenwood appeared
outside the residence, continued threatening her son and shouted
female-related obscenities at her. As a result of Mr. Greenwood’s
behavior, Deputy Sheriff Morris requested a summons for him
for disorderly conduct.

Office received the following warrants:
Robert L. Perdue, age 63, 1202 Hocking Road,
Belpre, for violating the terms of a protection order on 19
Oct 06.
Dawn M. Bates, age 37, 1762 Barnett Ridge Road, Fleming for
the theft of bacitracin ointment and mascara from White Oak
Pharmacy on 12 Jul 06.
George J. Hadley, age 37, 2 Township Road 1237, Proctorville,
OH, for the theft of a 1994 Pontiac Grand Am on 14 Oct 06.
The following individuals
were processed into the Washington County Jail:
Ralph Wayne Kerns, age 58, 106 Kibler Lane,
Williamstown, for OVI and for not using a turn signal,m both
misdemeanors. Kerns was arrested on State Route 7 by Deputy
Sheriff Mankins and processed into the Washington County Jail
on 27 Oct 06 at 1:21 am.
Phillip Walter Tyson, age 50, 15 Olive Street,
Caldwell, for OVI, driving under a suspended license, contempt
of a court order and for not wearing a seat belt, all misdemeanors.
Tyson was arrested on State Route 339 by the Ohio State Highway
Patrol and processed into the Washington County Jail on 27
Oct 06 at 8:57 pm.
Dennis Raymond Doebereiner, age 42, Ohio Avenue Lot 94, Parkersburg,
for OVI and for following too closely, both misdemeanors. Doebereiner
was arrested on State Route 339 by the Ohio State Highway Patrol
and processed into the Washington County Jail on 27 Oct 06
at 10:48 pm.
