On 22 Jun 06 Deputies began an investigation into the theft
of property from vehicles in the vicinity of Mount Tom Road.
Four residents on Mount Tom Road reported a total of $37 stolen
and one resident of Debbie Drive reported her purse and its
contents therein stolen (1184, 1203).
On 22 Jun 06 Elizabeth A. Russell, age 18, 708 Goddard Road,
Marietta, reported being assaulted by her live-in boyfriend
Roy D. McElfresh, age 22, after an argument over whether the
two were going swimming. Mr. McElfresh pinned his girlfriend’s
face to the bed using both hands, released his grip, grabbed
her legs and pulled her onto the floor. Mr. McElfresh then
ordered Ms. Russell out of the house, threatening to get one
of his guns and shoot her if she did not. Due to a prior domestic
violence conviction Mr. McElfresh was arrested for felony domestic
violence and having weapons while under disability and transported
to the Washington County Jail.
On 22 Jun 06 Deputy Sheriff Evans arrested Jeremy J. Kesselring,
age 29, 205 Market Street, Marietta, for .17 breath OVI. Stopping
Mr. Kesselring for not having a license plate light, Deputy
Evans noticed an odor of alcohol and requested Mr. Kesselring
perform field sobriety tests. Following Mr. Kesselring’s
poor performance on the tests, he was arrested and transported
to the Washington County Jail where he tested .230% BAC.
On 22 Jun 06 Lt. Canavan and Deputy Sheriff
Simmons were dispatched to the scene of a domestic altercation
at 6466 Germantown Road, Lower Salem. Injured at the hands
of her cousin James H. Sprague, age 56, during the incident
was Jerrie L. Rastorfer, age 49. Ms. Rastorfer stated she was
discussing his cousin’s portion of the rent when Mr.
Sprague became violent and pushed her backward into a table
and falling to the floor. Mr. Sprague quickly gathered some
belongings and fled prior to the Deputies’ arrival. While
Ms. Rastorfer received treatment fort her injury, Deputy Simmons
requested a warrant for Mr. Sprague for domestic violence.
DICE TEAM ARRESTS SUSPECT EN ROUTE TO COURT
FOR PRIOR DRUG ARREST
On June 22, 2006 at approximately 10:30 am Deputy Sheriff
Morris was working on Interstate 77 along with K-9 officer
Patrolman Scott Smeeks of the Belpre City Police Department
as part of a routine DICE operation. At the aforementioned
time the officers observed a black Acura southbound on the
interstate traveling well under the posted speed limit and
also driving over the right marked lane several times.
Conducting a traffic stop near milepost three, Patrolman Smeeks
deployed his dog Dutch around the vehicle. Once the canine
indicated the presence of drugs to the right rear passenger
door, the officers performed a search of the vehicle which
resulted in a find of approximately 205 grams of marijuana
in a bag in the trunk and approximately 15 grams of cocaine
in a 7 Up “stash can” under the driver’s
seat. After reading the occupants their Miranda Rights, the
passenger in the vehicle, Shawn P. Stevens, age 23, 2859 East
13th Avenue, Columbus, admitted the drugs were his. In a statement,
the driver, Danielle Harding, 2859 East 13th Avenue Columbus,
indicated they were en route to a friend’s home to sell
the drugs before Mr. Stevens appeared in Common Pleas Court
to be sentenced for a drug arrest by the DICE Team on Interstate
77 in January. At that time Stevens had 48.5 grams of cocaine
in his possession. Two trafficking in drugs charges on Mr.
Stevens were elevated from third and fourth degree to second
and third degree felonies due to the presence of girls aged
two and thirteen being occupants in the vehicle. Ms. Harding
will also be charged with complicity in trafficking in drugs
and may forfeit her vehicle due to its use in perpetration
of the crime.
The following individuals
were processed into the Washington County Jail:
Jeremy Ray Kesselring, age 29, 205 Market Street Apt. 3, Marietta,
for OVI, a misdemeanor. Kesselring was arrested on Greene Street
in Marietta by Deputy Sheriff Evans and processed into the
Washington County Jail on 22 Jun 06 at 3:15 am.
Shawn Eugene Leasure, age 29, 413 12th Street, Cambridge,
for violating the terms of his probation and two counts of
passing bad checks, all misdemeanors. Leasure was arrested
at Marietta Memorial Hospital by Patrolman Hanson of the Marietta
City Police Department and processed into the Washington County
Jail on 22 Jun 06 at 7:58 am.
Gretchen Adair Mace, age 21, 18001 State Route
676, Marietta, for contempt for not paying fines, a misdemeanor.
Mace was picked up at the Ohio State Highway Patrol Post in
Marietta by Patrolman Newell of the Marietta City Police Department
and processed into the Washington County Jail on 22 Jun 06
at 8:49 am.
Shawn Patrick Stevens, age 23, 2859 13th Avenue, Columbus,
for two felony counts of trafficking in drugs. Stevens was
arrested on Interstate 77 by Deputy Sheriff Morris and processed
into the Washington County Jail on 22 Jun 06 at 12:50 pm.
Derek Michael Fortney, age 24, 2208 State Route 339, Belpre,
for trafficking in drugs and possession of drugs, both felonies.
Fortney was arrested at his residence by Detective Schuck of
the Washington County Sheriff’s Office and processed
into the Washington County Jail on 22 Jun 06 at 1:15 pm.
Danielle Marie Harding, age 21, 1956 Prince George Road Apt.
H, Columbus, for complicity in obstructing justice, a felony.
Harding was arrested on Interstate 77 by Deputy Sheriff Morris
and processed into the Washington County Jail on 22 Jun 06
at 2:30 pm.
Roy Daniel McElfresh, age 22, 708 Goddard Road, Cutler, for
felony charges of domestic violence and failure to appear at
a court ordered hearing on unpaid fines and a misdemeanor charge
of failure to appear. McElfresh was arrested at a residence
on Goddard Road by Lt. Huffer of the Washington County Sheriff’s
Office and processed into the Washington County Jail on 22
Jun 06 at 9:50 pm.
