On 13 Jun 06 Deputy Sheriff Mankins investigated a report of a crashed vehicle on Lockhart Street in Belpre. The VIN identified the 1993 Chevy Cavalier as stolen from a Meigs County resident the previous day. Apprised of the situation, the Meigs County Sheriff’s Office will conduct a follow up investigation.

On 13 Jun 06 Deputy Sheriff Malone responded to a domestic violence call at 99 Cherry Hill Lane, Belpre. At the scene Deputy Malone learned Jennifer Kerns, age 24, repeatedly accused her husband Roger, age 26, of engaging in an extra-marital affair and began punching and kicking him. As the argument proceeded to the kitchen from the living room, Mrs. Kerns grabbed a glass coffee pot and shattered it on her husband’s forehead. As a result of her actions, Mrs. Kerns was arrested for domestic violence and transported to the Washington County Jail.

On 13 Jun 06 Kelly Elliott, age 29, 116 Lincoln Road, Marietta, reported being assaulted by her husband Robert, age 30. During a heated discussion over their daughter’s chorus, Mrs. Elliott stated her husband gripped her by the neck, choked her and shoved her through the hallway into their bedroom and over their bed. Mr. Elliott fled prior to the arrival of Deputies but was later located, arrested for domestic violence and transported to the Washington County Jail.

On 13 Jun 06 Jessica L. Stevens, age 24, 27163 State Route 7, Marietta, reported being assaulted by Rebecca D. Gessel, age 23, 229 Main Street, Lowell, at a residence on Waterford Road. Ms. Stevens indicated she was picking up her children at a neighboring residence when Ms. Gessel instigated a confrontation by swinging a glass candle jar at her head. When Ms. Stevens successfully dodged the initial blow Ms. Gessel struck Ms. Stevens in the side of the head with an open hand. Ms. Gessel acknowledged striking Ms. Stevens to Sgt. Underwood, was arrested for assault and transported to the Washington County Jail.

On 13 Jun 06 a forty-one year old Williamstown resident reported receiving at his place of employment, harassing and threatening phone calls from the estranged husband of the woman he is dating. This case remains under investigation (305).

the Sheriff’s Office received the following warrants:

Krista L. Fletcher, age 20, 10950 County Road 108, Glouster, OH, for two counts of failing to appear for pretrial on 22 May 06.

Shane L. Goins, age 29, 464 Moxahala Avenue, Zanesville, for failing to appear for pretrial on 12 May and 30 May 06.

Ralph F. Kemper Jr., age 35, 28195 Huckleberry Road, Coolville, for failing to appear for pretrial on 26 May 06.

Marvin S. Wolverton, age 43, 12330 Emerson Avenue, Parkersburg, for failing to appear to serve eighteen days in jail on 22 May 06.

The following individuals were processed into the Washington County Jail:

Mark David Deem, age 44, 1208 Hocking Road, Belpre, for domestic violence, a misdemeanor. Deem was arrested at his residence by Patrolman Kirby of the Belpre City Police Department and processed into the Washington County Jail on 13 Jun 06 at 6:55 am.

Kurt Ryan Medley, age 30, 121 Cornerstone Drive, Marietta, for perjury, a felony. Medley was arrested in Devola by Detective Schuck of the Washington County Sheriff’s Office and processed into the Washington County Jail on 13 Jun 06 at 11:38 am.

Joseph Gayle McElwee, age 24, Route 1 Box 152A, Davisville, WV, for operating a vehicle without a license, a misdemeanor. McElwee was arrested on State Route 7 by Deputy Sheriff Mankins and processed into the Washington County Jail on 13 Jun 06 at 2:50 pm.

Jennifer Anne Kerns, age 24, 99 Cherry Hill Lane, Belpre, for domestic violence, a misdemeanor. Kerns was arrested at her residence by Deputy Sheriff Malone and processed into the Washington County Jail on 13 Jun 06 at 5:15 pm.

Troy Shane Wittekind, age 37, 6466 Germantown Road, Lower Salem, for violating the terms of his probation, a misdemeanor. Wittekind was arrested on Stanleyville Road by the Ohio State Highway Patrol and processed into the Washington County Jail on 13 Jun 06 at 7:21 pm.

Rebecca Dawn Gessel, age 23, 229 Main Street, Lowell, for assault, a misdemeanor. Gessel was arrested at her residence by Sgt. Underwood of the Washington County Sheriff’s Office and processed into the Washington County Jail on 13 Jun 06 at 7:36 pm.

Robert Gary Elliot Jr., age 30, 116 Lincoln Road, Marietta, for domestic violence, a misdemeanor. Eliot was arrested at his residence by Deputy Sheriff Morris and processed into the Washington County Jail on 13 Jun 06 at 11:34 pm.
