On 13 Apr 06, while in the parking lot of B & J Carryout, Deputy Sheriff Mankins noticed an individual that appeared to be under twenty-one years old throw a beer can in the bed of his truck. Approaching the suspect, Chadrick E. Parsons, age 19, 1036 Campbell Road, Ellenboro, WV, Deputy Mankins smelled an odor of alcohol and saw a cooler in the bed of Mr. Parsons’ truck. Granted permission to open the cooler, Deputy Mankins viewed several cans of Bud Light. Mr. Parsons admitted consuming and possessing the beer, was arrested for underage consumption of alcohol and transported to the Washington County Jail.

On 13 Apr 06 Deputy Sheriff Mankins issued a citation to Nicholas A. Nau, age 24, 4604 Noyes Avenue, Charleston, for traveling 82 mph in a 55 mph zone. Deputy Mankins stopped Mr. Nau on State Route 60 near Fairway Drive in Waterford Township.

On 13 Mar 06 a fifteen year old Oak Grove resident reported after hearing a suspicious noise she saw a male subject attempting to enter a locked door of her home using a credit card. As she entered the kitchen the suspect withdrew the card and fled on foot. Prudently, the teenager confirmed her suspicions of the suspect’s identity by looking in the phone book. To Lt. Wilson and Sgt. Hiatt, she identified the suspect as Travis R. Ayers, age 18, 104 Hanson Drive, Marietta. Sgt. Hiatt interviewed Mr. Ayers at his residence at which time he admitted attempting to enter the residence in order to speak with the victim concerning a school project. As a result of Mr. Ayers’ actions, Sgt. Hiatt arrested him for attempted burglary and transported him to the Washington County Jail.

On 13 Apr 06 Deputy Sheriff Mankins issued a citation to Kassandra J. Doak, age 24, 4163 Sparling Road, Waterford, for driving under a suspended license. Deputy Mankins stopped Ms. Doak on State Route 60 near Third Street in Adams Township.

On 13 Apr 06 Deputy Sheriff Rhodes conducted a traffic stop on a vehicle driven by Pamela L. Hill, age 45, 731 Sycamore Street Apt. 200D, Belpre, after observing Ms. Hill travel outside her lane and fail to signal when turning onto Clement Avenue from US 50. When questioned concerning her odor of alcohol, Ms. Hill admitted she just left the Station Carryout after consuming four beers. Subsequently, Ms. Hill submitted to a series of field sobriety tests with poor results, was arrested for OVI and transported to the Washington County Jail.

On 13 Apr 06 Bruce Kelbaugh, age 58, 7111 State Route 555, Cutler, reported over the past two months a large amount of trash has been dumped at various locations in Decatur Township. This case remains under investigation (305).

On 13 Apr 06 Lt. Canavan issued a citation to Emily M. Powell, age 20, 1985 Cover Drive, Poland, OH, for traveling 73 mph in a 55 mph zone. Lt. Canavan stopped Ms. Powell on State Route 7 near Veto Road in Warren Township.

Jeffrey T. Fenton, age 26, 3135 South Pleasant Grove Road, Zanesville, for contempt for failing to appear at a court ordered hearing on an order to show cause on 28 Mar 06.

Paul Blagaich, age 22, 610 East Main Street, Waterford, for trafficking in hydrocodone on 20 Jan 05.

Amber D. Hart, age 40, Hillcrest Court Apt. 16, Parkersburg, for trafficking in hydrocodone on 21 Jan 05.

The following individuals were processed into the Washington County Jail:

Daniel Edward Christopher, age 30, 975 Mount Tom Road, Marietta, for domestic violence, a felony. Christopher was arrested in Belpre by Patrolman Fields of the Belpre City Police Department and processed into the Washington County Jail on 13 Apr 06 at 1:37 am.

Ashley Ann Barcelli, age 21, 312 Third Street Apt. 3, Lowell, for failure to appear, a misdemeanor. Barcelli was arrested on Greene Street in Marietta by Patrolman Huffman of the Marietta City Police Department and processed into the Washington County Jail on 13 Apr 06 at 2:30 am.

Mark Randolf Maynard, age 39, 25 Smith Road, Marietta, for OVI, driving under a suspended license and driving left of center, all misdemeanors. Maynard was arrested on State Route 7 by the Ohio State Highway Patrol and processed into the Washington County Jail on 13 Apr 06 at 3:18 am.

Mikal Leroy Sparks, age 27, 832 Front Street Apt. A, Marietta, for telephone harassment, a misdemeanor. Sparks was arrested on Harmar Street in Marietta by Patrolman Blasko of the Marietta City Police Department and processed into the Washington County Jail on 13 Apr 06 at 3:29 am.

Shaun Allen Griffin, age 22, 314 Harmar Street, Marietta, for four counts of theft and three counts of criminal damaging, all misdemeanors. Griffin was arrested on Fort Street in Marietta by Patrolman Huffman of the Marietta City Police Department and processed into the Washington County Jail on 13 Apr 06 at 4:52 am.

Travis Robert Ayers, age 18, 104 Hanson Drive, Marietta, for attempted burglary, a felony. Ayers was arrested at his residence by Sgt. Hiatt of the Washington County Sheriff’s Office and processed into the Washington County Jail on 13 Apr 06 at 12:40 pm.

David Michael Hill, age 26, 10 Maple Street, Trimbell, OH, for failure to appear at a court ordered hearing on unpaid fines, a misdemeanor. Hill was picked up at the Athens County line by Detective Smithberger and processed into the Washington County Jail on 13 Apr 06 at 1:50 pm.

Billy Allen Babcock, age 29, 516 ½ Third Street, Marietta, for failure to appear, a misdemeanor. Babcock was arrested at the Four Seasons by Patrolman Ritchie of the Marietta City Police Department and processed into the Washington County Jail on 13 Apr 06 at 10:28 pm.

Pamela Louise Hill, age 45, 731 Sycamore Street Apt. 200D, Belpre, for .17 breath OVI, a misdemeanor. Hill was arrested in Belpre by Deputy Sheriff Rhodes and processed into the Washington County Jail on 13 Apr 06 at 11:30 pm.

Chadrick Earl Parsons, age 19, 1036 Campbell Road, Ellenboro, WV, for underage consumption of alcohol, a misdemeanor. Parsons was arrested in Newport by Deputy Sheriff Rhodes and processed into the Washington County Jail on 13 Apr 06 at 11:47 pm.
