On 7 Feb 06 Deputy Sheriff Stackpole requested summonses for Donald R. Kiser, age 48, 75 East Wildwood Drive, Parkersburg, and Ronald D. Osborne, age 46, HC 67 Box 130, Pilgrim, KY, for disorderly conduct by fighting. A skirmish ensued between the two on 31 Jan 06 when Mr. Osborne arrived at Dr. Kiser’s clinic demanding a new prescription for his pain medication. Dr. Kiser refused, accusing Mr. Osborne of doctor shopping and escorted him outside the clinic. Once outside Mr. Osborne swung his fist, Dr. Kiser ducked, punched back and knocked Mr. Osborne to the ground.

On 7 Feb 06 Deputy Sheriff Parks issued a citation to Joshua E. McElfresh, age 20, 124 Berry Lane, Marietta, for traveling 61 mph in a 45 mph zone. Deputy Parks stopped Mr. McElfresh on State Route 550 near Wynnwood Drive in Warren Township.

On 7 Feb 06 Deputy Sheriff Parks issued a citation to Pamela J. Whited, age 49, 545 Yeager Lane, Bartlett, for traveling 59 mph in a 45 mph zone. Deputy Parks stopped Ms. Whited on State Route 550 near Wynnwood Drive in Warren Township.

On 7 Feb 06 Deputy Sheriff Parks issued a citation to Hillary J. Arnold, age 39, 530 South Riverside Drive, McConnelsville, for traveling 60 mph in a 45 mph zone. Deputy Parks stopped Ms. Arnold on State Route 550 near Wynnwood Drive in Warren Township.

On 7 Feb 06 Deputy Sheriff Parks issued a citation to Donna D. Smith, age 46, 1103 Mill Branch Road, Belpre, for traveling 60 mph in a 45 mph zone. Deputy Parks stopped Ms. Smith on State Route 339 near Veto Road in Barlow Township.

On 7 Feb 06 Deputy Sheriff Parks issued a citation to Kenneth E. Bartlett, age 33, 166 Miracle Lane, Parkersburg, for traveling 57 mph in a 45 mph zone. Deputy Parks stopped Mr. Bartlett on State Route 339 near Veto Road in Barlow Township.

The following individuals were processed into the Washington County Jail:

Bernard Eugene Yeater, age 46, 803 Maple Avenue, Zanesville, for OVI, driving under a suspended license and speeding, all misdemeanors. Yeater was arrested on Interstate 77 by the Ohio State Highway Patrol and processed into the Washington County Jail on 7 Feb 06 at 3:30 am.

Thomas Robert Voisinet, age 25, 601 Montgomery Street, Marietta, for domestic violence and for violating the terms of a protection order, all misdemeanors. Voisinet was arrested at his residence by Patrolman Titus of the Marietta City Police Department and processed into the Washington County Jail on 7 Feb 06 at 3:50 am.

Douglas Dean Starcher Jr., age 25, 15981 State Route 279, Oak Hill, OH, for violating the terms of his probation, a misdemeanor. Starcher was picked up at the Jackson County Jail by Deputy Sheriff O’Brien and processed into the Washington County Jail on 7 Feb 06 at 12:00 pm.

Patrick Bradford Radcliff, age 28, 1601 Hill Street Apt. A, Belpre, for driving under an FRA suspended license, a misdemeanor. Radcliff was arrested on Hill Street in Belpre by Patrolman Williams of the Belpre City Police Department and processed into the Washington County Jail on 8 Feb 06 at 1:20 pm.

Emmett Perry Whisenhunt, age 22, 613 Eighth Street Apt. 3, Marietta, for driving under an FRA suspended license, a misdemeanor. Whisenhunt was arrested on State Route 7 in Reno by Sgt. Hiatt of the Washington County Sheriff’s Office and processed into the Washington County Jail on 7 Feb 06 at 2:00 pm.

John Eugene Mays, age 50, 717 ½ Sycamore Street, Belpre, a fugitive from justice. Mays was arrested at his residence by Sgt. Gherke of the Washington County Sheriff’s Office and processed into the Washington County Jail on 7 Feb 06 at 10:21 pm.
