On 18 Dec 05 Deputy Sheriff Stackpole issued a citation to Lynn A. Smith, age 46, 1103 Mill Branch Road, Belpre, for allowing an unlicensed driver to drive his vehicle. Deputy Stackpole stopped Mr. Smith’s vehicle Braun Road near Veto Road in Dunham Township.

On 18 Dec 05 Deputy Sheriff Mankins responded to a domestic dispute complaint at 820 Mill Branch Road, Belpre. When Deputy Mankins arrived at the residence, the suspect, Bill H. Rhodes, age 41, was driving out of his driveway. Noticing Mr. Rhodes was unsteady on his feet as he exited the vehicle, Deputy Mankins requested he perform field sobriety tests, which Mr. Rhodes declined. Mr. Rhodes’ wife Tami, age 41, also stated her husband drank at least seven beers that evening and that during an argument he hit her three times. As a result, Deputy Mankins arrested Mr. Rhodes for domestic violence and for OVI and transported him to the Washington County Jail.

On 18 Dec 05 Deputy Sheriff Eddy conducted a traffic stop on Interstate 77 after the driver of a Chevy Trailblazer passed him traveling over 65 mph. Questioned on the odor of marijuana in her vehicle, the driver, Kimberly S. Spence, age 39, Rural Route 1 Box 43B, New Milton, WV, admitted being in possession of a marijuana cigarette. When a further search also yielded a bag of marijuana and a marijuana pipe, Deputy Eddy arrested Ms. Spence for possession of drugs and for possession of drug paraphernalia and transported her to the Washington County Jail.

The following individuals were processed into the Washington County Jail:

John Russell Bonnette, age 22, 10021 State Route 550, Vincent, for OVI and for failure to control, both misdemeanors. Bonnette was arrested on State Route 550 by the Ohio State Highway Patrol and processed into the Washington County Jail on 18 Dec 05 at 2:23 am.

William Michael Minear II, age 38, 31 Elmwood Heights Road, Williamstown, for driving under a suspended license and for driving outside the marked lanes of travel, both misdemeanors. Minear was arrested on Putnam Street in Marietta by Patrolman Huffman of the Marietta City Police Department and processed into the Washington County Jail on 18 Dec 05 at 3:29 am.

Kimberly Sue Spence, age 39, Rural Route 1 Box 43B, New Milton, WV, for possession of drugs and for possession of drug paraphernalia, both misdemeanors. Spence was arrested on Interstate 77 by Deputy Sheriff Eddy and processed into the Washington County Jail on 18 Dec 05 at 2:00 pm.

Kenneth Eugene Jones Jr., age 30, 615 Main Street, Waterford, for theft, a misdemeanor. Jones was arrested at his residence by Sgt. Hiatt of the Washington County Sheriff’s Office and processed into the Washington County Jail on 18 Dec 05 at 8:45 pm.

Melissa Jo Flesher, age 31, 598 Tennis Center Drive, Marietta, for failure to appear, a misdemeanor. Flesher was arrested at Sierra Apartments by Sgt. Hiatt of the Washington County Sheriff’s Office and processed into the Washington County Jail on 18 Dec 05 at 11:20 pm.
