On 27 Nov 05 Deputy Sheriff Parks investigated
a report of the driver of a black Chevy S-10 driving through
yards in the Newport area. Deputy Parks located the suspect
vehicle and noticed grass and large amounts of mud on the underside
of the vehicle. Commencing to question the sixteen year old
and eighteen year old Todd A. Davis, 4340 Sheets Run Drive,
New Matamoras, at a residence on Maple Street in Newport, the
two admitted driving through a total of seven yards and stealing
a street sign from Dana Road. As a result, Deputy Parks issued
a citation to the juvenile for reckless operation for driving
the vehicle and requested a summons for Mr. Davis for theft
for stealing the street sign.
On 27 Nov 05 Deputy Sheriff Mankins conducted
a traffic stop on a vehicle driven by April M. Schaad, age
38, 1105 Sand Ridge Road, Waterford, after observing Ms. Schaad’s
license plate light was inoperable and that she was weaving
in her lane of travel. Detecting an odor of alcohol as he spoke
to Ms. Schaad, Deputy Mankins administered a series of field
sobriety tests. Following Ms. Schaad’s poor performance
on the tests, Deputy Mankins arrested her for OVI and transported
her to the Washington County Jail.

Danielle Rae Huck, age 19, 3125 Righteous
Ridge Road, Waterford, for underage consumption of alcohol,
a misdemeanor. Huck was arrested in Lowell by Deputy Sheriff
Mankins and processed into the Washington County Jail on 27
Nov 05 at 12:01 am.
Jesse Carlton Zumbro, age 19, 717 Center Street, Beverly,
for underage consumption of alcohol, a misdemeanor. Zumbro
was arrested in Lowell by Deputy Sheriff Mankins and processed
into the Washington County Jail on 27 Nov 05 at 12:19 am.
Christopher Dale Newlen, age 47, 413 Third Street, Marietta,
for obstructing official business and for possession of drugs,
both misdemeanors. Newlen was arrested on Greene Street in
Marietta by Patrolman McCracken of the Marietta City Police
Department and processed into the Washington County Jail on
27 Nov 05 at 1:40 am.
Adam Clayton Ruble, age 20, 4000 State Route 530, Lowell,
for underage consumption of alcohol, a misdemeanor. Ruble was
arrested in Lowell by Deputy Sheriff Mankins and processed
into the Washington County Jail on 27 Nov 05 at 1:41 am.
John Arthur Young Sr., age 50, 20 Bayshore Boulevard, Goose
Creek, SC, for OVI, a misdemeanor. Young was arrested on Silver
Globe Road by the Ohio State Highway Patrol and processed into
the Washington County Jail on 27 Nov 05 at 2:03 am.
Donald Ray Bailey, age 42, 3044 Washington Boulevard, Belpre,
for failure to appear, a misdemeanor. Bailey was arrested at
his residence by Sgt. Hiatt of the Washington County Sheriff’s
Office and processed into the Washington County Jail on 27
Nov 05 at 8:20 am.
Becky Ann McKown, age 41, 59 Pennock Trailer Court, Beverly,
for failure to appear, a misdemeanor. McKown was arrested at
her residence by Sgt. Hiatt of the Washington County Sheriff’s
Office and processed into the Washington County Jail on 27
Nov 05 at 10:55 am.
