On 21 Nov 05 Deputy Sheriff Mankins conducted
a traffic stop on Caywood Road after receiving a report that
the driver of the vehicle left his residence with a shotgun
and was threatening suicide. While patting down Kenneth R.
Miller, age 33, 307 Maple Street, Marietta, for weapons and
placing him, handcuffed into his patrol, Deputy Mankins noticed
an odor of alcohol. Once transported to the Washington County
Jail, Mr. Miller tested above .08 on a breath test and was
charged with OVI and for operating with an expired license.
On 21 Nov 05 Deputy Sheriff Rhodes conducted
a traffic stop on State Route 7 near Eramet after observing
the vehicle he was following swerving in and out of its lane
several times. Speaking to the driver, Deputy Rhodes noticed
Gregory L. Swisher, age 35, 1185 Joe Skinner Road, Belpre,
had glassy, bloodshot eyes and smelled of alcohol. Though Mr.
Swisher admitted consuming two beers, he performed poorly on
field sobriety tests and tested over .19 on a breathalyzer.
Therefore, Deputy Rhodes arrested Mr. Swisher for OVI and for
driving outside the marked lanes of travel and transported
him to the Washington County Jail.
On 21 Nov 05 Stephanie K. Sams, age 20, 18265
County Road 40, Caldwell, reported while she was inside People’s
Bank at 103 Main Street, Lower Salem, another customer came
inside the bank and informed her that the driver of a red,
full size Chevy truck backed into the rear left fender of her
2003 Pontiac Grand Am. The driver of the truck then left the
scene without inspecting the moderate damage to Ms. Sams’ vehicle
or leaving a note. This incident remains under investigation
(695).
On 21 Nov 05 Donald N. Harper, age 64, 1674
McGill Road, Belpre, reported when he returned to his residence
that evening after a two day absence his bedroom was in disarray.
Upon further inspection Mr. Harper deduced an unknown suspect(s)
entered his home through a rear door and stole four handguns
varying in size from .22 caliber to nine millimeter. This case
remains under investigation (200, 501, 684).
The following individuals
were processed into the Washington County Jail:
Kenneth Ray Miller, age 33, 307 Maple Street,
Marietta, for .08 breath OVI and for operating with an expired
or without an operator’s license, both misdemeanors.
Miller was arrested in Marietta by Deputy Sheriff Mankins and
processed into the Washington County Jail on 21 Nov 05 at 12:05
am.
Gregory Lloyd Swisher, age 35, 1185 Joe Skinner Road, Belpre,
for .17 breath OVI and for driving outside the marked lanes
of travel, both misdemeanors. Swisher was arrested on State
Route 7 by Deputy Sheriff Rhodes and processed into the Washington
County Jail on 21 Nov 05 at 12:55 am.
Jason Ray Luke, age 22, 137 Franklin Street
Apt. 2, Marietta, for violating the terms of his probation,
a felony. Luke was arrested at the Adult Parole Office by Patrolman
Douglas of the Marietta City Police Department and processed
into the Washington County Jail on 21 Nov 05 at 11:30 am.
Venson E. Moore III, age 28, 310 Main Street, Lowell, for
two felony charges of burglary. Moore was picked up in Cleveland
by Deputy Sheriff O’Brien and processed into the Washington
County Jail on 21 Nov 05 at 4:55 pm.
Kenneth Burk Echard, age 22, 120 Harmar Street, Marietta,
for domestic violence and for underage alcohol sales, both
misdemeanors. Echard was arrested at his residence by Patrolman
Chapman of the Marietta City Police Department and processed
into the Washington County Jail on 21 Nov 05 at 8:15 pm.
