On 18 Nov 05, while on patrol on Sheets Run Road, Deputy Sheriff Mankins encountered a vehicle occupied by Steven M. Rouse, age 52, 190 Hendricks Street, Newport, and stopped to offer assistance. Deputy Mankins noticed an odor of alcohol on Mr. Rouse and after repeated questioning Mr. Rouse admitted consuming alcohol in the vehicle. Mr. Rouse turned over the bottle of vodka Collins to Deputy Mankins, was arrested for consuming alcohol in a vehicle and transported to the Washington County Jail.

On 18 Nov 05 a Lowell resident reported that during a fight between her two teenage daughters over a piece of cheese in the refrigerator, the elder of the two, aged fourteen years, missed her sister when she threw a candle at her, hit her with a VHS tape and chased her out of the home with a steak knife. When questioned by Deputy Sheriff Parks, the juvenile admitted attempting to harm her thirteen year old sister, was arrested for being delinquent and transported to the Washington County Juvenile Center.

On 18 Nov 05 an employee of Waterford Commercial Bank, 20115 State Route 339, Waterford, reported after one customer inadvertently left her ATM card in the machine, the next customer withdrew $100 from the previous customer’s account. This case remains under investigation (1203).

On 18 Nov 05 Deputy Sheriff Eddy investigated the thefts of items from vehicles parked at 325 and 900 Muskingum River Road, Marietta. Items stolen include a wallet and a purse containing currency, credit cards, a checkbook and other personal effects. This case remains under investigation (945).

The following individuals were processed into the Washington County Jail:

Jacob Adam Wilson, age 23, 705 Clement Avenue Apt. 2, Belpre, for arson, a misdemeanor. Wilson was arrested on Front Street in Marietta by Patrolman Arbaugh of the Marietta City Police Department and processed into the Washington County Jail on 18 Nov 05 at 12:10 am.

Eli Charles Clark, age 18, 310 Putnam Avenue, Marietta, for OVI and for driving on the left side of the road, both misdemeanors. Clark was arrested on Ferry Hill by Patrolman Oliver of the Beverly Police Department and processed into the Washington County Jail on 18 Nov 05 at 1:05 am.

Larry Dean Loy, age 46, 123 ½ Acme Street, Marietta, for possession of drugs and for two counts of theft, all misdemeanors. Loy was arrested at his residence by Sgt. Hiatt of the Washington County Sheriff’s Office and processed into the Washington County Jail on 18 Nov 05 at 12:30 pm.

Steven Michael Rouse, age 52, 190 Hendricks Street, Newport, for consuming alcohol in a motor vehicle, a misdemeanor. Rouse was arrested on Sheets Run Road by Deputy Sheriff Mankins and processed into the Washington County Jail on 18 Nov 05 at 6:18 pm.
