On 13 Oct 05 Deputy Sheriff Kapple assisted
the Ohio State Highway Patrol investigating a crash involving
Willard L. Lightfritz, age 48, 1607 Hill Street Apt. 2, Belpre.
Mr. Lightfritz was attempting to flee when Raymond Campbell,
age 22, 307 Barnett Ridge Road, Belpre, offered to open the
gate so Mr. Lightfritz would not damage the fence. Mr. Lightfritz
accelerated toward Mr. Campbell, who dove out of the path of
the truck before Mr. Lightfritz crashed through the barbed
wire fence owned by Wayne N. Flower, 3110 Braun Road, Belpre.
As a result of Mr. Lightfritz’s actions Deputy Kapple
requested summons for him for menacing and for criminal damaging.

However, he later recanted his story, saying he grabbed his
mother’s hand and hit himself multiple times. He also
confessed he filed the false report because he was mad at
his mother and desired to not stay with her. As a result,
Deputy
Kapple arrested the juvenile for being delinquent and transported
him to the Washington County Juvenile Detention Center.
On 13 Oct 05 Tom J. McKenzie, age 54, 2901

under investigation (1203).
