On 8 Oct 05 Corrections Officers interrupted an altercation between inmates James Brumley, age 19, 122 Lake Arthur Drive, Porterville, PA, and Stephen L. Parish, age 38, 25 Watertown Road, Watertown. As Mr. Brumley and another inmate were arguing over an alleged stolen carton of milk, Mr. Parish lunged at Mr. Brumley and tackled him to the floor. Because witnesses concurred that Mr. Parish was the sole aggressor Corrections Officer Bichard requested a summons for him for disorderly conduct by fighting.

On 8 Oct 05 Deputy Sheriff Rhodes conducted a traffic stop on State Route 339 near milepost twenty after observing a vehicle travel right of the edge line on two occasions. Speaking with the vehicle’s three occupants, Deputy Rhodes noticed an odor of alcohol and requested the driver, Levi G. Boice, age 24, 20943 State Route 676, Marietta, perform field sobriety tests. Due to Mr. Boice’s poor performance on the tests, Deputy Rhodes handcuffed and placed him in his patrol car. A passenger in the suspect’s vehicle, Clint A. Nolan, age 18, 58 Ballard Drive, Beverly, also smelled of alcohol and was issued a summons for underage consumption, having admitted consuming beer that evening. Mr. Boice was additionally charged with possession of drugs and possession of drug paraphernalia when Deputy Rhodes located marijuana in a cigarette pack and a smoking pipe in the backseat of the vehicle. Mr. Boice was then transported to the Washington County Jail.

On 8 Oct 05 Deputy Sheriff Mankins issued a citation to Herman A. Neuberger, age 25, 4570 Laurel Ridge Road, Lowell, for driving under a suspended license. Deputy Mankins stopped Mr. Neuberger on Laurel Ridge Road in Adams Township.

On 8 Oct 05 Deputy Sheriff Kapple issued a citation to Phillip B. Jones, age 29, 286 Dempsey Avenue Lot 67, Parkersburg, for driving under a license suspended for having unpaid citations. Deputy Kapple stopped Mr. Jones on State Route 7 near Lockhart Street in Belpre Township.

On 8 Oct 05 Deputy Sheriff Stackpole issued a citation to Robert L. Hysell, age 22, 220 13th Street, Parkersburg, for traveling 66 mph in a 55 mph zone. Deputy Stackpole stopped Mr. Hysell on State Route 7 near Joe Skinner Road in Dunham Township.

On 8 Oct 05 Deputy Sheriff Kapple investigated a report of a two year old, clad only in pajamas, running in the middle of Schwendeman Hill Road. During his investigation, Deputy Kapple surmised the child was in the care of his aunt, Karen Arbaugh, age 38, 500 Schwendeman Hill Road, Lowell, when he left the home unbeknownst to Ms. Arbaugh. Luckily a neighbor observed the child outside and took him in unharmed until Ms. Arbaugh realized he was missing an hour later. As a result of Ms. Arbaugh’s neglect, Deputy Kapple requested a summons for her for child endangerment.

The following individuals were processed into the Washington County Jail:

Charlie Thomas Griffith, age 49, 8 Sixth Street, Belpre, for failure to appear at a court ordered hearing on unpaid fines, a misdemeanor. Griffith was arrested on Washington Boulevard in Belpre by Patrolman Morris of the Belpre City Police Department and processed into the Washington County Jail on 8 Oct 05 at 12:50 am.

Levi Gregory Boice, age 24, 20943 State Route 676, Marietta, for .08 breath OVI, for driving outside the marked lanes of travel, for possession of drugs and for possession of drug paraphernalia, all misdemeanors. Boice was arrested in Beverly by Deputy Sheriff Rhodes and processed into the Washington County Jail on 8 Oct 05 at 2:55 am.

Christopher Scott Abbott, age 34, 108 Holly Street, Marietta, for nonsupport of dependants, a misdemeanor. Abbott was arrested at his residence by Sgt. Hiatt of the Washington County Sheriff’s Office and processed into the Washington County Jail on 8 Oct 05 at 9:15 am.
