On 5 Sep 05 Lt. Huffer along with Deputy Sheriffs Eddy and Mankins responded to 20 Dye Street Apt. 3, Newport, after receiving a report from Crystal Pugh, age 34, stating her live-in boyfriend would not allow her and her daughter to leave the residence. When the Deputies arrived at the scene Ms. Pugh was in a vehicle with her daughter and departing from the residence. She elaborated that Mr. Huff accused her of having an affair and would not allow her to leave. Mr. Huff then grabbed her, put her in a chokehold and threw her onto a bed. Ms. Pugh finally escaped by biting and scratching Mr. Huff. Noting the consistency of Ms. Pugh’s injuries with her statement, Deputy Eddy arrested Mr. Huff for domestic violence and transported him to the Washington County Jail.

The following individuals were processed into the Washington County Jail:

Jennifer Lynne Musick, age 24, 993 Exchange Street Apt. 2, Akron, for driving under a suspended license, a misdemeanor. Musick was arrested on State Route 7 by the Ohio State Highway Patrol and processed into the Washington County Jail on 5 Sep 05 at 12:40 am.

Joshua David Twyman, age 29, 1906 Briggs Hill Road, Belpre, for possession of drugs, for possession of drug paraphernalia and for operating with an expired or without an operator’s license, all misdemeanors. Twyman was arrested on State Route 7 by the Ohio State Highway Patrol and processed into the Washington County Jail on 5 Sep 05 at 4:20 am.

Michael Ross Meehan, age 21, 707 Dale Avenue, Strausburg, OH, for failure to reinstate his operator’s license, for speeding and for not wearing a seat belt, all misdemeanors. Meehan was arrested on State Route 7 by the Ohio State Highway Patrol and processed into the Washington County Jail on 5 Sep 05 at 10:00 am.

Douglas Eugene Brookover, age 51, Marietta, for being a repeat traffic offender, for failure to transfer his plates, for not having plates and for driving under an FRA suspended license, all misdemeanors. Brookover was arrested at the fairgrounds by Deputy Sheriff Mankins and processed into the Washington County Jail on 5 Sep 05 at 10:45 am.

Jared Owen Brahler, age 19, 3492 117th Street, Cleveland, for driving under an FRA suspended license and for not wearing a seat belt, both misdemeanors. Brahler was arrested on Interstate 77 by the Ohio State Highway Patrol and processed into the Washington County Jail on 5 Sep 05 at 5:47 pm.

Keith Allen Huff, age 21, 20 Dye Street Apt. 3, Newport, for domestic violence, a misdemeanor. Huff was arrested at his residence by Deputy Sheriff Eddy and processed into the Washington County Jail on 5 Sep 05 at 8:46 pm.

Richard Dexter Arnett, age 61, State Route 2 Wedgewood Apt. 7, Parkersburg, for operating with an expired or without an operator’s license, for driving outside the marked lanes of travel, for having fictitious plates and for two counts of failure to appear at a court ordered hearing on unpaid fines, all misdemeanors. Arnett was arrested on Interstate 77 by the Ohio State Highway Patrol and processed into the Washington County Jail on 5 Sep 05 at 10:13 pm.
