On 4 Aug 05 while patrolling Waterford Road,
Deputy Sheriffs Smithberger and Rhodes conducted a traffic
stop on a vehicle they observed traveling 60 mph in a 45 mph
zone. Speaking with the driver, Jessica L. Stevens, age 24,
610 Vandalia Street, Mineral Wells, Deputy Smithberger noticed
an odor of alcohol and that Ms. Steven had glassy, bloodshot
eyes. Following Ms. Stevens’ poor performance on field
sobriety tests Deputy Smithberger arrested her for OVI, speeding
and for driving under a suspended license and transported her
to the Washington County Jail.
On 4 Aug 05 Opal M. Eddy, age 63, 37875 State
Route 7, Newport, reported while she was in a nursing home
for ten days at the end of April an individual staying at her
home allegedly used her personal information to add a new phone
service on which the suspect accumulated $176.62 in tolls.
This case remains under investigation (1071).
On 4 Aug 05 while patrolling State Route 7
a vehicle pulled in front of Deputy Sheriff Parks causing him
to brake significantly. Shortly thereafter the suspect vehicle
left the right side of the roadway turning onto County Road
9. Speaking with the driver, Tony D. Poling, age 48, 929 Clement
Street, Akron, Deputy Parks noticed an odor of alcohol and
Mr. Poling’s glassy, bloodshot eyes and slurred speech.
Following Mr. Poling’s dismal performance on field sobriety
tests Deputy Parks arrested him for OVI and transported him
to the Washington County Jail.

Office received the following warrants:
Brian Birt, age 44, 712 Franklin Avenue, Belpre,
for contempt for failing to appear at a court ordered hearing
on an order to show cause on 11 Jul 05.
David J. Adams, age 30, 120 Berry Lane, Marietta,
for violating the terms of his community control, having been
convicted of burglary.
Mark C. Arbogast, age 44, 746 Maple Street,
New Martinsville, for OVI, for driving under an FRA suspended
license and for driving outside the marked lanes of travel
on 27 Apr 05 and for failure to appear for jury trial on 26
Jul 05.
Jeremy Garber, age 26, unknown address, for
violating the terms of his community control, having been convicted
of driving under the influence of drugs or alcohol.
Kathy R. Harner, age 36, address unknown,
for contempt for failure to appear upon indictment on three
counts of theft and one count of forgery.
Brent M. Radabaugh, age 27, 2200 Hill Street,
Belpre, for contempt for failure to appear at a hearing, having
been convicted of burglary.
The following individuals
were processed into the Washington County Jail:
Tony Dewain Poling, age 48, 929 Clement Street,
Akron, for .17 breath OVI and for driving outside the marked
lanes of travel, both misdemeanors. Poling was arrested on
Pike Street by Deputy Sheriff Parks and processed into the
Washington County Jail on 4 Aug 05 at 4:05 am.
Paula Jean Jackson, age 18, 1208 14th Street,
Parkersburg, for breaking and entering and theft, both felonies.
Jackson turned herself in to Sgt. Hiatt at the Washington County
Sheriff’s Office and was processed into the Washington
County Jail on 4 Aug 05 at 1:40 pm.
Adam Eugene Drayer, age 21, 5050 Lowell Hill Road, Lowell,
for driving under an FRA suspended license, a misdemeanor.
Drayer was arrested on Cedar Ridge Road by Deputy Sheriff Mankins
and processed into the Washington County Jail on 4 Aug 05 at
6:50 pm.
Nathan Wayne Davis, age 18, 775 Turkey Hollow Road, Cutler,
for two misdemeanor counts of failure to appear. Davis was
arrested at his residence by Deputy Sheriff Rhodes and processed
into the Washington County Jail on 4 Aug 05 at 10:54 pm.
