On 18 Jul 05 Deputy Sheriff Malone was dispatched to 960 Cats Creek Road, Lowell, to investigate a domestic violence complaint. Amanda Sampe, age 24, informed Deputy Malone that she and her husband Phillip, age 25, 217 Fourth Street, Lowell, were sitting in her car arguing over a set of car keys when he grabbed and twisted her wrist. Mrs. Sampe further elaborated that she has a protection order against her husband and that she felt he tried to cause her physical harm. Being that Mr. Sampe is believed to be headed for West Virginia, Deputy Malone requested a warrant for him for domestic violence and for violating the terms of a protection order.

On 18 Jul 05 Jason Rhodes, age 33, 7 Main Street, Vincent, reported after voicing his concerns over his community’s representation at a Barlow Township meeting, the individual against whom he leveled his comments accosted him and threatened to harm him. This case remains under investigation (1203).

The following individuals were processed into the Washington County Jail:

Christopher Shane Scarbro, age 33, 900 Glendale Road, Marietta, for violating the terms of his probation, a misdemeanor. Scarbro was arrested at the office of Probation Officer Hamilton and processed into the Washington County Jail on 18 Jul 05 at 10:45 am.

Kimberly Lynn Quenga, age 24, 1209 Wyatt Lane Apt. C, Belpre, for contempt of a court order, a misdemeanor. Quenga was arrested at her residence by Sgt. Underwood of the Washington County Sheriff’s Office and processed into the Washington County Jail on 18 Jul 05 at 1:15 pm.
