On 10 Jul 05 Deputy Sheriff Kapple was dispatched
to 125 Rummer Road, Marietta, to investigate a complaint reported
by Amanda L. Biehl, age 28. Mrs. Biehl informed Deputy Kapple
that she has a protection order against her husband Allen,
age 33, and that he came to her residence the previous evening
and she allowed him to stay at her home after he threatened
to damage the house as he has in the past. The next day Mr.
Biehl angered further after he realized his wife would not
order a cease to the protection order or stop pursuing a felony
domestic violence charge. After Mr. Biehl declared if he could
not live at the home then Mrs. Biehl could not live their either,
he disconnected the central air to the home and crawled under
the double wide to disconnect the water line in retaliation
for her failure to drop charges against him. Though Mr. Biehl
was absent when Deputy Kapple arrived he was arrested the next
day for retaliation and for violating the terms of a protection
order.
On 10 Jul 05 Deputy Sheriffs Rhodes and Smithberger
initiated a traffic stop after observing a vehicle traveling
in the opposite direction with a malfunctioning driver’s
side headlight. When questioned concerning the alcohol on
his breath, Duane J. Burer, age 35, 11510 State Route 821,
Warner,
admitted consuming three beers earlier in the evening. Following
his poor performance on field sobriety tests, Deputy Smithberger
arrested Mr. Schaad for OVI and when a subsequent search
of his vehicle yielded marijuana, additionally charged with
possession
of drugs and transported him to the Washington County Jail.
On 10 Jul 05 Sgt. Gherke investigated a domestic
violence complaint reported by Melissa K. Clark, age 20, 2210
Sandhill Road, Marietta. Ms. Clark stated she was visiting
a friend’s home when her live-in boyfriend, Jason L.
Scarbrough, age 20, arrived and threatened to beat her if she
didn’t go home and start cleaning. While en route home
with Mr. Scarbrough following, Ms. Clark observed a Deputy’s
vehicle stopped at Byer’s Exxon and she too stopped,
under the guise of using the restroom. Mr. Scarbrough again
threatened to harm Ms. Clark if she spoke to the Deputy and
continued onward. As a result of Mr. Scarbrough’s actions,
Sgt. Gherke arrested him for a count of domestic violence for
each threat and transported him to the Washington County Jail.
On 10 Jul 05 a forty-one year old Vincent
resident reported although her daughter was supposed to be
at a friend’s home at 9:00 the previous evening, she
did not her from her daughter until 10:00 that morning. The
mother also noted situations similar to this have recently
became a problem with her daughter. In consequence Deputy Sheriff
Malone requested a summons for the juvenile to appear in court
for being unruly.
On 10 Jul 05 Deputy Sheriffs Smithberger and
Rhodes conducted a traffic stop on Rainbow Road near Waterford
Road after observing a vehicle operating without a license
plate light. Speaking with the driver and her passenger, Deputy
Smithberger noticed an odor of alcohol and requested Kaelly
A. Harper, age 18, 715 Second Street, Marietta, perform field
sobriety tests while Deputy Rhodes questioned Joel E. Erb,
age 21, 122 ½ Maple Street Apt. 2, Marietta, concerning
two open bottles of beer on the floor. Since Ms. Harper performed
poorly on field sobriety tests she was arrested for OVI and
along with Mr. Erb, who was charged with consuming alcohol
in a motor vehicle, were transported to the Washington County
Jail.
The following individuals
were processed into the Washington County Jail:
Jessica Renee Post, age 24, 1000 Dutch Ridge
Place Apt. 22, Parkersburg, for OVI and for having a faulty
license plate light, both misdemeanors. Post was arrested on
State Route 7 by Deputy Sheriff Smithberger and processed into
the Washington County Jail on 9 Jul 05 at 3:20 am.
Aaron Kristopher Beall, age 25, 415 Barber Avenue, Marietta,
for driving under a suspended license, a misdemeanor. Beall
was arrested on State Route 7 by Deputy Sheriff Rhodes and
processed into the Washington County Jail on 9 Jul 05 at 7:40
am.
Andrew Phillip Allen, age 24, 205 Scammel Street Apt. 2, Marietta,
for disorderly conduct by intoxication, a misdemeanor. Allen
turned himself in at the Sheriff’s Office and was processed
into the Washington County Jail on 9 Jul 05 at 4:00 pm.
Cynthia Jean Spencer, age 36, 727 Greene Street, Marietta,
for failure to appear at a court ordered hearing on unpaid
fines, a misdemeanor. Spencer was arrested at her residence
by Sgt. Hiatt of the Washington County Sheriff’s Office
and processed into the Washington County Jail on 9 Jul 05 at
7:00 pm.
