On 23 May 05 Deputy Sheriff Mankins encountered
two males walking on Lancaster Street with what appeared to
be open bottles of beer. When he stopped to question them,
Joshua Cochran, age 21, 913 Lancaster Street, Marietta, and
James F. Waggoner, age 48, 911 Lancaster Street, Marietta,
fled toward Lookout Park. The two were later apprehended with
the assistance of the Marietta City Police Department, charged
with possessing an open container, obstructing official business
and transported to the Washington County Jail.
On 23 May 05 Tyler Palmer, age 39, 109 Manchester
Drive, Marietta, reported after RHDD raised $550 at a fundraiser
on 14 May 05 and stowing the money in a locked filing cabinet
to count at a later date, he and other employees opened the
filing cabinet and found the money had been stolen. This case
remains under investigation (597).
On 23 May 05 Deputy Sheriff Ortiz investigated
a two vehicle collision on State Route 339 near Timberline
Drive. Kathie J. Wagner, age 41, 732 Mary Street, Belpre, was
stopped behind a school bus in her Ford four door when she
was struck from behind by a Chevy SUV driven by Ashley D. Marshall,
age 18, 810 Franklin Avenue, Belpre. Ms. Wagner’s vehicle
sustained only light damage, no injuries were reported.

Office received the following warrants:
Anthony E. Boswell, age 24, 709 Wayne Street,
Marietta, for contempt for failing to appear at a court ordered
hearing on unpaid fines in the sum of $608.40.
Jon A. Cox, age 20, 120 Washington Square, Williamstown, for
contempt for failing to appear at a court ordered hearing on
unpaid fines in the sum of $1,051.70.
Charles Stanley Fox II, age 34, 728 ½ Fifth Street,
Marietta, for violating the terms of his probation by failing
to show proof of obtaining a valid operator’s license
or to appear to serve fifteen days in jail on 8 Apr 05.
Inga D. Griffs, HC 81 Box 65A, Peytone, WV, for contempt for
failing to appear at a court ordered hearing on unpaid fines
in the sum of $448.50.
James G. Harris Jr., age 27, 521 Adams Street, Marietta, for
violating the terms of his probation by failing to show proof
of obtaining a valid operator’s license or to appear
to serve three days in jail on 11 Apr 05.
Timothy W. Snyder, age 24, 3543 Tick Ridge Road, Vincent,
for contempt for failing to appear at a court ordered hearing
on unpaid fines in the sum of $275.60.
The following individuals
were processed into the Washington County Jail:
James Franklin Waggoner, age 48, 911 Lancaster
Street, Marietta, for obstructing official business, a misdemeanor.
Waggoner was arrested on Lancaster Street by Deputy Sheriff
Mankins and processed into the Washington County Jail on 23
May 05 at 1:45 am.
David Lee Rowe Jr., age 28, 1572 Elizabeth
Street Apt. A, Belpre, for failure to register a change of
address as a registered sex offender, a felony. Rowe was picked
up in Wood County, WV, by Deputy Sheriff O’Brien and
processed into the Washington County Jail on 23 May 05 at 4:00
pm.
Paul Michael Harris Jr., age 19, 17537 State Route 555, Bartlett,
for driving under a suspended license, a misdemeanor. Harris
was arrested on Gilman Street in Marietta by Patrolman Mitchell
of the Marietta City Police Department and processed into the
Washington County Jail on 23 May 05 at 5:20 pm.
James Ray Ball Jr., age 34, 489 Grand River Drive, Bolivia,
NC, for failure to comply with the order/signal of an officer,
a felony. Ball was picked up in Mecklenburg County, NC, by
Deputy Sheriff Underwood and processed into the Washington
County Jail on 23 May 05 at 8:23 pm.
