On 1 May 05 Deputy Sheriff Parks responded
to an assault complaint at B & J Carryout on State Route
7 in Newport. Susan Stull, age 46, 101 Evans Street Apt. A2,
New Matamoras, commented that she and two friends were at the
carryout when Hester J. Groves, age 41, 623 Virginia Street
Apt. 210, Marietta, appeared and initiated a confrontation.
Fueled by ongoing tension over the fact that her daughter lives
with Ms. Stull, Ms. Groves slapped her across the face and
neck several times. Confirming Ms. Stull’s statement
with the witnesses, Deputy Parks requested a warrant for Ms.
Groves for assault, who was later arrested at her residence
by Sgt. Hiatt.
Underage Liquor Sales
Compliance Checks
On Friday 29 Apr 05 and Saturday 30 Apr
05 Detectives and Deputies of the Washington County Sheriff’s
Office conducted compliance checks with local liquor permit
holders concerning the underage purchase of alcohol. Some
establishments did not sell alcohol, however, in numerous
instances others did. A confidential informant under the
age of twenty-one was able to purchase alcohol despite furnishing
identification stating he was under the legal age. Punishable
under Section 4301.69A of the Ohio Revised Code, each offense
is a misdemeanor carrying a fine of between $500 and $1,000
with the possibility of imprisonment of up to six months.
Offending salespersons were issued summonses to appear in
court and their respective employers are as follows:

Tyler J. Hollback, age 25, 504 Sixth Street, Marietta, employed by Hasty
Shopper, State Route 60, Marietta.
Elizabeth H. Lutzen, age 21, 315 Second Street, Lower Salem, employed by
Miller’s AM/PM, State Route 821, Marietta.
Sareas Matheny, age 30, 1600 Martin Road, Reno, employed by Byer’s
Exxon, State Route 7, Marietta.
Christopher A. Kohler, age 19, 752 Covey Court, Belpre, employed by the Station
Carryout, Joe Skinner Road, Belpre.
Lucinda A. Beaver, age 30, 17824 State Route 550, Marietta,
employed by the 50A Carryout, 15918 State Route 550, Fleming.
Tiffany A. Holmes, age 27, 19330 State
Route 550, Marietta, employed by the Cliffside Carryout,
20825 State Route 550, Marietta.
Amanda L. Marcum, age 61, 2467 Graham Road, Cutler, employed
by the Bartlett Country Store, 2346 State Route 550, Cutler.
Robert L. Yoho, age 42, 960 Cats Creek
Road, Lowell, employed by the Lowell Duke, 100 Main Street,
Lowell.
Emily E. Heiss, age 19, 14660 Muskingum River Road, Lowell,
employed by the Watertown General Store, 11 Watertown Road,
Watertown.
Rachelle L. Brown, age 21, 3885 Watertown
Road, Waterford, employed by Part Mar, 100 Fifth Street,
Beverly.
Shauna Bigley, age 27, 7765 Dalzell Road, Lower Salem,
employed by the Whipple General Store, 77405 State Route
821, Whipple.
The Washington County Sheriff’s Office
encourages all liquor permit holders to check identifications
before making any sale of alcohol.
The following individuals
were processed into the Washington County Jail:
Kevin Scott Lewis Jr., age 31, Marietta, for
OVI, for driving under an OVI suspended license and for driving
without license plates, all misdemeanors. Lewis was arrested
on State Route 339 by the Ohio State Highway Patrol and processed
into the Washington County Jail on 1 May 05 at 1:30 am.
Mona Liza Thomas, age 41, Rural Route 2 Box 41, Sandyville,
WV, for OVI, for operating with an expired license, for speeding
and for not wearing a seat belt, all misdemeanors. Thomas was
arrested on Farson Street in Belpre by the Ohio State Highway
Patrol and processed into the Washington County Jail on 1 May
05 at 3:45 am.
Jason Robert Grady, age 28, 409 Maple Street, Marietta, for
failure to appear, a misdemeanor. Grady was arrested at his
residence by Deputy Sheriff Parks and processed into the Washington
County Jail on 1 May 05 at 9:00 am.
Michael Monroe McManus, age 33, 412 Washington Street, Marietta,
for failure to appear, a misdemeanor. McManus was arrested
at his residence by Sgt. Hiatt of the Washington County Sheriff’s
Office and processed into the Washington County Jail on 1 May
05 at 9:15 am.
Jeffrey Alan Theiss, age 27, 27130 State Route 7, Marietta,
for failure to appear and for failure to appear at a court
ordered hearing on unpaid fines, both misdemeanors. Theiss
was arrested at his residence by Deputy Sheriff Parks and processed
into the Washington County Jail on 1 May 05 at 1:30 pm.
Hester Jean Groves, age 41, 623 Virginia Street, Marietta,
for assault, a misdemeanor. Groves was arrested at her residence
by Sgt. Hiatt of the Washington County Sheriff’s Office
and processed into the Washington County Jail on 1 May 05 at
5:16 pm.
Jamie Lee Clark, age 24, 105 Blennerhassett Avenue, Belpre,
for driving under an FRA suspended license and for possession
of drug paraphernalia, both misdemeanors. Clark was arrested
in Belpre by Patrolman Morris of the Belpre City Police Department
and processed into the Washington County Jail on 1 May 05 at
6:58 pm.
