On 5 Mar 05 Deputy Sheriff Mankins initiated a traffic stop on Interstate 77 near mile post nine after observing the vehicle he was following swerving in its land and also traveling to the right of the fog line five times. Detecting an odor of alcohol on the driver, Donna R. Griffin, age 51, 520 High Street, Macksburg, Deputy Mankins requested she submit to field sobriety tests, on which she performed poorly. Based on his observations Deputy Mankins arrested Ms. Griffin for OVI and transported her to the Washington County Jail.

On 5 Mar 05 Sgt. Underwood and Deputy Sheriff Stackpole responded to the scene of a domestic dispute at 13357 State Route 7, Marietta. Upon their arrival, John C. Daniels, age 41, informed Sgt. Underwood his live-in girlfriend Linda Spriggs, age 44, was inside with her hands tied behind her back. Ms. Spriggs explained that she and Mr. Daniels argued throughout the previous night and believing for some reason that Ms. Spriggs overdosed on medication, Mr. Daniels kept poking at and yelling at her as she tried to sleep. Unable to suffer further harassment, Ms. Spriggs attempted to leave the residence but was rebuffed each time and eventually forcibly restrained by Mr. Daniels by pushing her head into the floor. Claiming then he was making a citizen’s arrest and that he was calling in backup, Mr. Daniels tied Ms. Spriggs arms behind her back with a rope. As a result of their investigation, Deputy Stackpole arrested Mr. Daniels for unlawful restraint and for domestic violence and transported him to the Washington County Jail.

On 5 Mar 05 Deputy Sheriff Rhodes conducted a traffic stop on a vehicle he observed on State Route 821 operating without functioning taillights. Noticing an odor of alcohol, Deputy Rhodes was given permission to administer field sobriety tests on Michael L. Rech, age 50, 3620 State Route 821, Whipple, with poor results. In consequence Deputy Rhodes arrested Mr. Rech for OVI and for driving left of center and transported him to the Washington County Jail.

On 5 Mar 05 Joyce Poulton, age 52, 29830 State Route 7, Marietta, reported earlier that afternoon a former tenant of hers allegedly sold a bunk bed and its mattresses she loaned him after the flood of September, 2004. Determining the act was not criminal in nature, Deputy Sheriff Norman urged Ms. Poulton to add the dispute to a lawsuit already pending against the former tenant.

On 5 Mar 05 Deputy Sheriff Evans initiated a traffic stop on Waterford Road near Huck Road after observing the vehicle he was following travel to the right of the fog line then across the centerline on two occasions. Having admitted consuming one drink, the driver, Marjorie A. Bruce, age 47, 485 Muskingum River Road, Marietta, performed poorly on field sobriety tests, was arrested for OVI and for driving outside the marked lanes of travel and transported to the Washington County Jail.

On 5 Mar 05 while traveling on State Route 83, Deputy Sheriff Rhodes observed a vehicle come to a complete stop in the roadway after the vehicle’s hood flipped up. Stopping to assist the driver, David W. Clark, age 39, 1604 Woodview Drive, Hartselle, AL, Deputy Rhodes learned Mr. Clark had a suspended driver’s license and also noticed an odor of alcohol. After Mr. Clark performed poorly on field sobriety tests Deputy Rhodes arrested him for OVI and for driving under a suspended license and transported him to the Washington County Jail.

The following individuals were processed into the Washington County Jail:

Donna Ruth Griffin, age 51, 520 High Street, Macksburg, for .08 breath OVI, a misdemeanor. Griffin was arrested on Interstate 77 by Deputy Sheriff Mankins and processed into the Washington County Jail on 5 Mar 05 at 2:30 am.

Marjorie Anne Bruce, age 47, 485 Muskingum River Road, Marietta, for .08 breath OVI and for driving left of center, both misdemeanors. Bruce was arrested on County Road 4 by Deputy Sheriff Evans and processed into the Washington County Jail on 5 Mar 05 at 4:32 am.

John Craig Daniels, age 41, Muskingum Terrace Apt. 100F, Marietta, for domestic violence and for unlawful restraint, both misdemeanors. Daniels was arrested on State Route 7 by Deputy Sheriff Stackpole and processed into the Washington County Jail on 5 Mar 05 at 9:50 am.

David Lee Rowe Jr., age 29, 1572 Elizabeth Street Apt. A, Belpre, for domestic violence, a misdemeanor. Rowe turned himself in to Patrolman Morris at the Belpre City Police Department and processed into the Washington County Jail on 5 Mar 05 at 2:15 pm.

David John Adams, age 30, 120 Berry Lane, Marietta, for disorderly conduct by intoxication, a misdemeanor. Adams was arrested on State Route 821 by the Ohio State Highway Patrol and processed into the Washington County Jail on 5 Mar 05 at 4:30 pm.

Amy Elizabeth Roser, age 28, 720 ½ Third Street, Marietta, for failure to appear at a court ordered hearing on unpaid fines, a misdemeanor. Roser was arrested at the Holiday Inn by Sgt. Hiatt of the Washington County Sheriff’s Office and processed into the Washington County Jail on 5 Mar 05 at 8:00 pm.

David Wayne Clark, age 39, 1604 Woodview Drive, Hartselle, AL, for .08 breath OVI and for driving under a suspended license, both misdemeanors. Clark was arrested on State Route 83 by Deputy Sheriff Stackpole and processed into the Washington County Jail on 5 Mar 05 at 8:10 pm.

Michael Lewis Rech, age 50, 3620 State Route 821, Whipple, for .08 breath OVI and for driving left of center, both misdemeanors. Rech was arrested on State Route 821 by Deputy Sheriff Rhodes and processed into the Washington County Jail on 5 Mar 05 at 10:00 pm.

Challis Curtis Howell, age 22, 134 State Route 126, Reno, for driving under an FRA suspended license, a misdemeanor. Howell was arrested on State Route 60 by the Ohio State Highway Patrol and processed into the Washington County Jail on 5 Mar 05 at 10:30 pm.
