On 4 Aug 04 Officer Jones of the New Matamoras Police Department initiated a traffic stop on a vehicle driven by Shannon M. Lang, age 24, Marietta, after a passenger in the vehicle reportedly tried to pass a bad check at a local gas station. Officer Jones asked Ms. Lang to follow him to the police department for investigative purposes and the passenger exited the vehicle and fled on foot. Officer Jones was given permission to search the vehicle and recovered four checkbooks belonging to Clarence Alden, age 56, Hillview Trailer Court, Caldwell. Deputy Sheriff Malone contacted Mr. Alden and learned Ms. Lang and a friend were staying in a storage building he used on a friend’s property. Also recovered from the vehicle was Cleveland Browns memorabilia belonging to Mr. Alden. When Mr. Sprague awoke Deputy Stackpole noticed a strong odor of alcohol and requested Mr. Sprague submit to field sobriety tests, on which he performed poorly. Based on his investigation Deputy Stackpole arrested Mr. Sprague for OVI and transported him to the Washington County Jail.

Mr. Echard gave chase but was cornered at the pool by three IGA employees and held at bay until Sgt Hiatt arrived. After being read his rights, Mr. Echard admitted taking the items without paying, was arrested for theft and transported to the Washington County Jail.

On 4 Aug 04 Sgt. Hiatt investigated a two vehicle collision in the parking lot of Titan Fabrication in Marietta. As Kenneth R.
