On 15 Jul 04 Detective Johnson and Deputy Sheriffs Mankins and Eddy were dispatched to investigate a possible domestic dispute at 26129 State Route 7 Lot G in Marietta. When questioned Zannie U. Shull, age 29, replied she and her husband Mitchell, age 36, were involved in an argument, during which no threats or bodily harm transpired. As Deputy Eddy attempted to conduct an interview, Mr. Shull fled on foot but was tackled moments later by an unidentified man. Deputy Eddy informed Mr. Shull he was not under arrest because no act of domestic violence occurred but he would be issued a summons to appear in court for obstructing official business.

On 15 Jul 04 a forty-eight year old Lowell resident reported an acquaintance continues to make harassing phone calls after being asked not to do so. This case remains under investigation (945).

On 15 Jul 04 Megan Rose-Hall, age 32, 10 Browns Road Apt. 2B, Marietta, reported her husband Timothy, age 32, woke her up by screaming and attempted to drag her from the bed by her hair. After avoiding being pushed down the steps Mrs. Hall fled across the street to use a pay phone but was immediately interrupted by her husband and schlepped her back into the residence where he threatened to harm her if she called the police again. As a result of his investigation, Deputy Sheriff Rhodes requested a warrant for the arrest of Mr. Hall for domestic violence (690).

On 15 Jul 04 Gary W. Boley, age 38, 260 Greene Street, Newport, reported his wallet, containing twenty dollars in cash and several credit cards, was stolen from inside his truck between 3 and 5 pm on 2 Jul 04. This case remains under investigation (200).

On 15 Jul 04 a twenty-eight year old Belpre resident reported an acquaintance continues to make harassing phone calls after being asked not to do so. This case remains under investigation (792).

On 15 Jul 04 Deputy Sheriff Mankins began an investigation into the theft of belongings from inside several vehicles and the outside of campers parked at the Landings Campground between 1 and 7 am on 15 Jul.

Cynthia R. Parks, age 34, 836 Pike Street Apt. 24, Marietta, for falsification, for knowingly making a false statement with the intent to incriminate another on 16 Jun 04.

Stephen M. Spencer, age 33, 803 Third Street, Marietta, for failure to confine or restrain a dog, for failing to require his dog to wear a valid tag and for failure to confine or restrain a dog after being previously convicted of the same offense.

Tom J. Humphrey, age 26, 1306 39th Street, Canton, for contempt for failing to appear at a court ordered hearing on an order to show cause.

Timothy A. Hall, age 32, 10 Browns Run Road Apt. 2B, Marietta, for domestic violence, for causing or causing an immediate family member to believe he would cause imminent physical harm.

David W. Ball, age 36, 112 Hayden Avenue, Columbus, for contempt for failing to appear at a court ordered hearing on unpaid fines in the sum of $493.20.

Dale Goddard Jr., age 38, 29530 State Route 565, Lower Salem, for failure to appear at a contempt hearing on 7 Jul 04.

Billy E. Moore, age 32, 2138 Maple Fork Road, Bradley, WV, for contempt for failing to appear at a court ordered hearing on unpaid fines in the sum of $165.

Thomas E. Murray, age 27, 60 AE Millers Road, Lowell, for contempt for failing to appear at a court ordered hearing on unpaid fines in the sum of $180.

William L. Schofield, age 33, PO Box 209, Vincent, for contempt for failing to appear at a court ordered hearing on unpaid fines in the sum of $273.

James C. Shear, age 27, 1181 Perkins Avenue, Wooster, OH, for contempt for failing to appear at a court ordered hearing on unpaid fines in the sum of $310.50.

Tonya R. Taylor, age 21, 2100 Hill Street Apt. E, Belpre, for contempt for failing to appear at a court ordered hearing on unpaid fines in the sum of $283

the following individuals were processed into the Washington County Jail:

Richard Otis Morgan, age 43, Iaeger, WV, for driving under an OVI suspended license, a misdemeanor. Morgan was arrested on Interstate 77 by the Ohio State Highway Patrol and processed into the Washington County Jail on 15 Jul 04 at 6:15 am.

Joshua Kyle Hill, age 21, 34733 State Route 78, Lewisville, OH, for .08 breath OVI and failure to register, both misdemeanors. Hill was arrested in Marietta by Patrolman McCracken of the Marietta City Police Department and processed into the Washington County Jail on 15 Jul 04 at 6:30 am.

James Patrick Moats, age 29, 265 Tyron Avery Road, Morgantown, WV, for three counts of complicity, all misdemeanors. Moats was arrested at the Best Western in Marietta by Patrolman Ritchie of the Marietta City Police Department and processed into the Washington County Jail on 15 Jul 04 at 2:50 pm.

Patricia Ann Moats, age 29, 265 Tyron Avery Road, Morgantown, WV, for three counts of passing bad checks, all misdemeanors. Moats was arrested at the Best Western in Marietta by Patrolman Ritchie of the Marietta City Police Department and processed into the Washington County Jail on 15 Jul 04 at 2:50 pm.

Ralph Burdette Stewart, age 31, 120 Mayport Road, Atlantic Beach, FL, for failure to appear, a felony. Stewart was picked up in Jacksonville, FL by Deputy Sheriff Doak and processed into the Washington County Jail on 15 Jul 04 at 7:19 pm.
