On 24 Apr 04 Lt. Wilson arrested Artemio F. Sessions,
no personal information known, for disorderly conduct by intoxication.
Mr. Sessions was arrested after Lt. Wilson observed him stumbling
about, flailing his arms and yelling along Front Street.
On 24 Apr 04 while en route to arrest a domestic
violence suspect, Deputy Sheriff Stackpole observed the suspect
driving northbound on State Route 339. Seeing the vehicle swerving
in its lane, Deputy Stackpole stopped the vehicle and requested
the driver, Bill H. Rhodes, age 39, 820 Millbranch Road, Belpre,
perform field sobriety tests. Earlier in the evening Mr. Rhodes’s
wife Tamela, age 39, reported her husband had been drinking
and overturned much of the furniture in their home. Feeling
fear for the safety of Mrs. Rhodes Deputy Sheriff Evans filed
charges of domestic on Mr. Rhodes who was also arrested for
OVI transported to the Washington County Jail.
On 24 Apr 04 Eileen Wiseman, age 42, 605 Dodd
Run Road, Marietta, reported her son Matthew, age 14, left home
on Thursday without permission and has not returned. This case
remains under investigation (200).
On 24 Apr 04 Deputy Sheriff Norman investigated
an allegation of rape made by a fourteen year old female. An
investigation concluded the juvenile fabricated the story.
On 24 Apr 04 Trevor J. Trout, age 19, 818 Second
Street, Marietta, reported an acquaintance assaulted him while
he was mowing grass at a residence in Marietta. This case remains
under investigation (1203).
On 24 Apr 04 Serena Miller, age 20, 610 State
Route 821, Marietta, reported an acquaintance may have stolen
cash and a pack of cigarettes from her while she slept at her
residence on 17 Apr. This case remains under investigation (597).
On 24 Apr 04 Gregory B. Webb, age 27, 105 Deerwalk
Circle Apt. C, Marietta, reported since 24 Mar 04 an unknown
suspect(s) entered his unit at Devola Mini-Storage and stole
two Craftsman toolboxes and tools, a Poulan lawn mower and a
weed eater. This case remains under investigation (200).
On 24 Apr 04 Deputy Sheriff Kapple was dispatched
to a section of Laurel Ridge Road after a passing motorist reported
seeing a vehicle along the road surrounded by a number of beer
cans. When inquired, the driver, Kenneth E. Tilton, age 34,
730 Dixon Ridge Road, Lowell, admitted drinking all day and
that the key to the vehicle was in the ignition. Ensuing field
sobriety tests resulted in the arrest of Mr. Tilton for OVI
for being in physical control of the vehicle. Deputy Kapple
transported Mr. Tilton to the Washington County Jail where he
was released on a personal recognizance bond.
On 24 Apr 04 a Marietta man reported a discussion
over his seventeen year old son slamming doors escalated to
the point where the father felt threatened by his son saying
he was thinking about getting a baseball bat and using it. Accordingly,
Deputy Sheriff Kapple filed an affidavit requesting the appearance
of the juvenile in Juvenile Court.
On 24 Apr 04 Sgt. Hiatt and Deputy Sheriff Kapple
were dispatched to 1235 Millers Lane, Marietta, after the address’
resident was told by a man driving a vehicle in her driveway
call 911 because he was assaulted. As the Deputies interviewed
John S. Miller, age 51, 1177 Millers Lane, they found he was
driving under suspension, he was unsteady on his feet and was
slurring his speech. In the proximate investigation, Mr. Miller’s
live-in girlfriend stated that prior to his departure her boyfriend
ingested a large amount of prescription medication and punched
her in the chest. As a result, Mr. Miller was arrested for OVI,
driving under suspension and domestic violence and transported
to the Washington County Jail where he was released on a personal
recognizance bond.
On 24 Apr 04 a seventeen year old Lowell resident
reported her car was broken in to and cash and personal items
were stolen while she attended her prom inside the Marietta
Shrine Club. This case remains under investigation (1203).

Cory Dean Gilliam, age 29, 207 Market Street Apt.
3, Marietta, for domestic violence, a felony. Gilliam was arrested
in Marietta by Patrolman Huffman of the Marietta City Police
Department and processed into the Washington County Jail on
24 Apr 04 at 1:50 am.
Artemio Fabiano Sessions, age 36, 5176 Echo Road,
Bloomfield, MI, for disorderly conduct by intoxication, a misdemeanor.
Sessions was arrested on Front Street by Lt. Wilson of the Washington
County Sheriff’s Office and processed into the Washington
County Jail on 24 Apr 04 at 2:30 am.
Chadwick Lynn Smearman, age 23, 101 Lancaster
Street, for .08 breath OVI, speeding and driving under suspension,
all misdemeanors. Smearman was arrested in Marietta by the Ohio
State Highway Patrol and processed into the Washington County
Jail on 24 Apr 04 at 3:15 am.
Bill Harold Rhodes, age 39, 820 Millbranch Road,
Belpre, for OVI and domestic violence, both misdemeanors. Rhodes
was arrested in Belpre by Deputy Sheriff Stackpole of the Washington
County Sheriff’s Office and processed into the Washington
County Jail on 24 Apr 04 at 4:32 am.
Johnny Sanford Miller, age 51, 145 Harmar Street,
Marietta, for OVI, driving under suspension and domestic violence,
all misdemeanors. Miller was arrested at his residence by Sgt.
Hiatt of the Washington County Sheriff’s Office and processed
into the Washington County Jail on 24 Apr 04 at 5:58 pm.
Kenneth Ewing Tilton, age 34, 730 Dixon Ridge
Road, Lowell, for OVI, a misdemeanor. Tilton was arrested in
Lowell by Deputy Sheriff Kapple of the Washington County Sheriff’s
Office and processed into the Washington County Jail on 24 Apr
04 at 11:26 pm.
