On 10 Apr 04 Deputy Sheriff Eddy initiated a traffic stop on State Route 60 near County Road 393 after he observed a vehicle driving unusually slow and swerving side to side. Upon making contact with the driver, Georgette Thrasher, age 19, 108 Dawes Circle, Marietta, Deputy Eddy noticed an odor of alcohol. Ms. Thrasher performed poorly on field sobriety tests and admitted to consuming alcohol at a bar in Marietta with Pauline R. McCoy, age 19, 122 Dawes Circle, Marietta, a passenger in the vehicle. After Ms. McCoy confirmed her friend’s statement, Deputy Eddy arrested Ms. Thrasher for OVI, Ms. McCoy for underage consumption and transported them to the Washington County Jail.

On 10 Apr 04 Dawn R. Bennett, age 33, 70 Bank Street, Cutler, reported after dropping her daughter off for visitation with her father in Pennsylvania, the father failed to return the ten year old at the specified date and time. Information pertaining to this case was forwarded to the Pennsylvania State Police for further investigation (1291).

On 10 Apr 04 Deputy Sheriffs Gherke and Stackpole were dispatched to 6550 Highland Ridge Road, Lowell, to investigate a domestic violence complaint reported by Carie Binegar, age 22. Mrs. Binegar stated he husband became angry at her because she was talking to an old friend at the Fox Den the previous evening. Jason T. Binegar, age 25, pushed his wife against the handrail on the porch then grabbed her by the hair and hit her head on the porch. The scuffled continued for several more minutes until Mrs. Binegar escaped to her mother’s house. Base on their investigation Deputy Gherke arrested Mr. Binegar for domestic violence and transported him to the Washington County Jail.

On 10 Apr 04 James L. Williams, age 55, 2070 Upper Fifteen Mile Road, Wingett Run, reported an unknown suspect stole a timer control box from an oil well he owns on Lawrence Township Road 45. This case remains under investigation (1184).

On 10 Apr the Sheriff’s Office began an investigation into the death of a fifty year old Beavertown man. Foul play is not suspected, the death appears to be due to natural causes (1184).

On 10 Apr 04 Kevin Bauerbach, age 49, 618 ½ Second Street, Marietta, reported between 8 pm on 7 Apr and 2 pm on 10 Apr, an unknown suspect(s) stole two TV/DVD combos, a CB radio and antenna, a surround sound system, two power inverters, a laptop computer, a microwave, a pair of work boots, a mini-vacuum cleaner, a heater and a spotlight from the cabs of two tractor trailers parked at Gasser Lines Inc., on State Route 7 in Marietta. This case remains under investigation (698).

On 10 Apr 04 a Belpre Township Trustee reported an unknown suspect disposed of a tire in a trash bin provided by the township, despite a sign prohibiting the disposal of such an item. This case remains under investigation (1090).

Patrick Eugene North, age 42, 8920 Old Grade Road, Chesterhill, for .08 breath OVI and possession of drug paraphernalia, both misdemeanors. North was arrested on State Route 676 by Deputy Sheriff Jenkins of the Washington County Sheriff’s Office and processed into the Washington County Jail on 10 Apr 04 at 12:01 am.

Jeremy Ray Braun, age 19, 195 Caywood Road, Marietta, for underage consumption, a misdemeanor. Braun was arrested on State Route 26 by Deputy Sheriff Mankins of the Washington County Sheriff’s Office and processed into the Washington County Jail on 10 Apr 04 at 12:05 am.

James Allen Cooper, age 18, 136 Dawes Circle, Marietta, for underage consumption, a misdemeanor. Cooper was arrested on State Route 26 by Deputy Sheriff Mankins of the Washington County Sheriff’s Office and processed into the Washington County Jail on 10 Apr 04 at 12:05 am.

Donald Wright, age 53, 3417 Lebanon Pike Apt. E, Hermitage, TN, for carrying a concealed weapon, a felony and for misdemeanor charges of .08 breath OVI, driving under suspension, having a weapon while intoxicated, consuming in a motor vehicle and failure to appear at a court ordered hearing on unpaid fines. Wright was arrested on State Route 26 by Deputy Sheriff Brockmeier of the Washington County Sheriff’s Office and processed into the Washington County Jail on 10 Apr 04 at 12:05 am.

Robert Lucky Patterson, age 21, 424 Third Street Apt. 3, Marietta, for theft, a felony. Patterson was arrested in Marietta by Patrolman McCracken of the Marietta City Police Department and processed into the Washington County Jail on 10 Apr 04 at 1:00 am.

Richard Charles Hanf, age 25, 1199 Wimbeldon Boulevard, Columbus, for .17 breath OVI and failure to yield the right of way, both misdemeanors. Hanf was arrested on Arends Ridge Road by the Ohio State Highway Patrol and processed into the Washington County Jail on 10 Apr 04 at 2:00 am.

Frederick F. Legleitner, age 45, 5806 SE Rosemont Avenue, Stuart, FL, for OVI, a misdemeanor. Legleitner was arrested on State Route 7 by the Ohio State Highway Patrol and processed into the Washington County Jail on 10 Apr 04 at 2:10 am.

William Webster Rider Jr., age 38, 533 Second Street, Marietta, for disorderly conduct by intoxication, a misdemeanor. Rider was arrested on Greene Street by Patrolman Kampmeier of the Marietta City Police Department and processed into the Washington County Jail on 10 Apr 04 at 2:35 am.

Pauline Renee McCoy, age 19, 122 Dawes Circle, Marietta, for underage consumption, a misdemeanor. McCoy was arrested on State Route 60 by Deputy Sheriff Eddy of the Washington County Sheriff’s Office and processed into the Washington County Jail on 10 Apr 04 at 3:45 am.

Jason Todd Binegar, age 25, 6550 Highland Ridge Road, Lowell, for domestic violence, a misdemeanor. Binegar was arrested at his residence by Deputy Sheriff Gherke of the Washington County Sheriff’s Office and processed into the Washington County Jail on 10 Apr 04 at 10:23 am.

Robert Lee Boylen III, age 22, 36947 Township 291, Lower Salem, for violating the terms of his probation, a misdemeanor. Boylen turned himself in and was processed into the Washington County Jail on 10 Apr 04 at 10:52 am.

David Wayne Gates, age 40, 27927 Huckleberry Road, Coolville, for driving under suspension, a misdemeanor. Gates was arrested on Washington Boulevard by Patrolman Morris of the Belpre City Police Department and processed into the Washington County Jail on 10 Apr 04 at 5:15 pm.

Scott Lee Carpenter, age 41, 836 Pike Street Apt. 23, Marietta, for violating the terms of his probation, a misdemeanor. Carpenter was arrested at Marietta Memorial Hospital by Probation Officer Bosworth and processed into the Washington County Jail on 10 Apr 04 at 8:00 pm.

Charles Stanley Fox II, age 33, 728 ½ Fifth Street Apt. A, Marietta, for two counts of domestic violence and for violating the terms of his parole, all felonies. Fox was arrested at his residence by Patrolman Mitchell of the Marietta City Police Department and processed into the Washington County Jail on 10 Apr 04 at 10:22 pm.
