On 29 Feb 04, while investigating a domestic violence complaint, Deputy Sheriffs observed drug paraphernalia in plain sight which precipitated the request of a search warrant for the entire residence. The ensuing search resulted in the collection of drugs and drug paraphernalia and charges were filed against James E. Schoeppner, age 46, 113 Vine Street, Marietta, for possession of said items.

On 29 Feb 04 Donald L. Plaugher, age 33, 95 Silver Globe Road, Marietta, reported his Dodge truck was scratched between 4:30 and 5 pm on 28 Feb while parked at 20650 State Route 550.
This case remains under investigation (1203).

On 29 Feb 04 the mother of a 17 year old Belpre boy reported her son left home without permission on 28 Feb and had yet to return home. This case remains under investigation (1203).

On 29 Feb 04 Deputy Sheriffs Evans and Jenkins were dispatched to the home of Cynthia J. Shoeppner, age 43, 885 Arends Ridge Road, Marietta, regarding a domestic violence complaint. Ms. Shoeppner stated she and her parents were in fear for their safety after her brother James E. Shoeppner Jr., age 46, 113 Vine Street Apt. C, left several voicemails, repeatedly threatening to shoot them all. Deputies Evans and Jenkins later located Mr. Shoeppner, arrested him and transported him to the Washington County Jail where he is being held without bond.

On 29 Feb 04 between 7 and 8 pm two 15 year old females escaped custody of the Washington County Juvenile Detention Center. One juvenile was later located in Belpre while the other remains at large.
Deputies are actively pursuing the whereabouts of the juvenile on the lam.

On 29 Feb 04 Amy N. Close, age 19, 21690 State Route 339, Beverly, reported an acquaintance may have stolen her purse from her home on 28 Feb 04. This case remains under investigation (200).

The following individuals were processed into the Washington County Jail:

Melissa Ann Brogle, age 29, Route 2 Box 305, Mineral Wells, WV, for OVI, driving outside marked lanes of travel, possession of drugs and drug paraphernalia, all misdemeanors. Brogle was arrested on State Route 7 by the Ohio State Highway Patrol and processed into the Washington County Jail on 29 Feb 04 at 2:55 am.

James Edward Shoeppner Jr., age 46, 113 Vine Street Apt. C, Marietta, for three misdemeanor counts of domestic violence. Shoeppner was arrested at his residence by Deputy Sheriff Kapple of the Washington County Sheriff’s Office and processed into the Washington County Jail on 29 Feb 04 at 5:54 pm.
