On 27 Feb 04, while westbound on State Route 550 near mile marker 17, Deputy Sheriff Jenkins observed the vehicle he was following swerve across the centerline. Upon initiating a traffic stop and making contact with the driver, Deputy Jenkins noticed the driver had bloodshot eyes and an odor of alcohol. The driver, William J. Diefenbach, age 66, 9658 Route 166, Marion, IL, submitted to a series of field sobriety tests, on which he performed poorly. Based on his observations Deputy Jenkins arrested Mr. Diefenbach for OVI and driving left of center and transported him to the Washington County Jail where he was given the option to post bond.

On 27 Feb 04 the legal guardian of a 16 year old Marietta girl reported the juvenile left the residence without permission. Deputy Sheriff Gherke located and returned the juvenile home and obliged the guardian’s request to file charges for the juvenile for being unruly.

On 27 Feb 04 a 36 year old Little Hocking resident reported that for the past year she has been tormented by an unknown suspect(s) making harassing phone calls, opening and super gluing locks of her doors and slashing the tires on her vehicle. This case remains under investigation (1203).

On 27 Feb 04 Deputy Sheriff Mankins issued a citation to William J. Hesson, age 42, 34175 State Route 78, Lewisville, OH, for traveling 70 mph in a 55 mph zone. Deputy Mankins stopped Mr. Hesson on State Route 821 in Fearing Township.

On 27 Feb 04 Deputy Sheriff Mankins issued a citation to Herman T. Offenberger, age 50, 52 Greenbrier Circle, Marietta, for traveling 69 mph in a 55 mph zone. Deputy Mankins stopped Mr. Offenberger on State Route 821 in Fearing Township.

On 27 Feb 04 Deputy Sheriff Jenkins issued a citation to Shane L. Dotson, age 19, 697 Hill Road, Cutler, for having fictitious license plates. Deputy Jenkins stopped Mr. Dotson on State Route 550 in Wesley Township.

On 27 Feb 04 Deputy Sheriff Jenkins issued a citation to Christopher S. Hill, age 32, 857 Southland Cemetery Road, Cutler, for driving under a suspended license. Deputy Jenkins stopped Mr. Hill on State Route 555 in Wesley Township.

On 27 Feb 04 Deputy Sheriff Kapple issued a citation to Raymon K. Hall, age 68, Route 1 Box 168, Elizabeth, WV, for driving through the median on a divided highway. Deputy Kapple stopped Mr. Hall after he turned southbound from northbound on State Route 7 in Warren Township.

On 27 Feb 04 Michael Dietsch, age 29, 306 Summit Road, Marietta, reported an unknown suspect used his personal information to open an account with SBC in Youngstown, OH. This case remains under investigation (296).

On 27 Feb 04 Deputy Sheriff Evans issued a citation to Jack L. Woomer, age 67, #1 Sixth Street, Belpre, for driving with expired registration. Deputy Evans stopped Mr. Woomer on Seventh Street in Belpre.

On 27 Feb 04 Deputy Sheriff Eddy issued a citation to Joshua A. Campbell, age 21, 3625 Bear Creek Road, Lowell, for his third offense of driving under a suspended license. Deputy Eddy stopped Mr. Campbell on State Route 821 in Muskingum Township.

On 27 Feb 04 Deputy Sheriff Evans issued a citation to Janice M. Hess, age 40, 510 Smith Street, Marietta, Belpre, for driving under a suspended license. Deputy Evans stopped Ms. Hess on State Route 339 in Belpre Township.

On 27 Feb 04 Mary Ellen Francis, age 41, 123 Main Street, Lower Salem, reported an acquaintance may have stolen the wallet from her purse while visiting her residence on 26 Feb 04. This case remains under investigation (1291).

On 27 Feb 04 Deputy Sheriff Jenkins was dispatched to the home of Bradley W. Cozzens, age 23, 341 Tadpole Road, Belpre, in response to a domestic dispute. Mr. Cozzens stated he was awakened by the enraged mother of his child, screaming and scratching him. Monica Y. Stockwell, age 23, 2903 Beverly Street Apt. 9H, Parkersburg, WV, entered through an unlocked door, awakened a roommate of Mr. Cozzen and threw a phone and flower pot at the two. Attempts to contact Ms. Stockwell were unsuccessful, hence Deputy Jenkins filed an affidavit requesting a warrant for Ms. Stockwell for aggravated burglary, domestic violence and assault.

On 27 Feb 04 Deputy Sheriff Kapple was dispatched to the Washington County Career Center, 21740 State Route 676, to investigate a drug offense violation. An administrator informed Deputy Kapple after receiving a tip, he performed a legal search of a student’s locker and found a marijuana pipe. Deputy Kapple confirmed the administrator’s find and subsequently filed an affidavit requesting a summons for Ryan Wisebrenner, age 18, 15685 Waterford Road, Waterford, for possession of drug paraphernalia.

The following individuals were processed into the Washington County Jail:

William Jacob Diefenbach, age 66, 9658 Route 166, Marion, IL, for OVI and driving left of center, both misdemeanors. Diefenbach was arrested on State Route 550 by Deputy Sheriff Jenkins of the Washington County Sheriff’s Office and processed into the Washington County Jail on 27 Feb 04 at 2:11 am.

Shaun Wesley Sturm, age 19, 905 Cisler Lane, Marietta, for violating the terms of his probation, a misdemeanor. Sturm was arrested in Marietta by Probation Officer Ketelsen and processed into the Washington County Jail on 27 Feb 04 at 2:45 am.

Deane Alan Curtis, age 41, 246 Pennsylvania Avenue Apt. B, Marietta, for domestic violence, a felony. Curtis was arrested at his residence by Patrolman McCracken of the Marietta City Police Department and processed into the Washington County Jail on 27 Feb 04 at 4:16 am.

Joshua Allen Campbell, age 21, 3635 Bear Creek Road, Lowell, for driving under suspension, a misdemeanor. Campbell was arrested on Muskingum Drive by Deputy Sheriff Eddy of the Washington County Sheriff’s Office and processed into the Washington County Jail on 27 Feb 04 at 3:29 pm.

Jeffrey William Welsch, age 18, 607 Elm Street, Belpre, for safecracking and two counts of theft, all felonies. Welsch was picked up at the Marion Correctional Facility by Deputy Sheriff O’Brien of the Washington County Sheriff’s Office and processed into the Washington County Jail on 27 Feb 04 at 4:20 pm.

John David Slade, age 47, 3245 Orleans Drive, Columbus, for OMVI and assured clear distance, both misdemeanors. Slade was arrested on Washington Boulevard by Patrolman Smeeks of the Belpre City Police Department and processed into the Washington County Jail on 27 Feb 04 at 5:05 pm.

Michael P. Hollingsworth, age 24, 2255 Blue Knob Hill, Marietta, for driving under suspension, no registration and no motorcycle endorsement, all misdemeanors. Hollingsworth was arrested on Stone Road by Patrolman Williams of the Belpre City Police Department and processed into the Washington County Jail on 27 Feb 04 at 6:50 pm.

Brad Lewis Parsons, age 21, 1010 ½ Poplar Street, Belpre, for theft, a misdemeanor. Parsons was arrested on Pike Street by Major Stephens of the Washington County Sheriff’s Office and processed into the Washington County Jail on 27 Feb 04 at 7:35 pm.

Daniel Dwaine Gaughan, age 37, 25 Pennock Trailer Park, Beverly, for domestic violence, a misdemeanor. Gaughan was arrested at his residence by Patrolman Oliver of the Beverly City Police Department and processed into the Washington County Jail on 27 Feb 04 at 8:00 pm.
