On 21 Feb 04, after observing the driver of
a black Jeep acting suspiciously, Lt. Wilson initiated a traffic
stop near the Station Carry Out on County Road 51.
Upon making contact with the driver, Lt. Wilson noticed an
odor of alcohol. When asked to exit the vehicle, the driver
David
F. Hayhow, age 48, 6443 State Route 144, Coolville, was unsteady
on his feet and his speech was slurred. Based on his observations,
Lt. Wilson arrested Mr. Hayhow for second offense OVI and transported
him to the Washington County Jail.
On 21 Feb 04, while on patrol on State Route 555 and subsequent
to a near collision, Deputy Sheriffs Rhodes and Jenkins initiated
a traffic stop on a 1990 Ford truck driven by Gregory A. Cook,
age 40, 465 Buckeye Road, Chesterhill, OH.
Upon making contact with the driver and noticing a strong odor
of alcohol, Deputy Jenkins requested Mr. Cook submit to a series
of field sobriety tests, on which he performed poorly.
As a result, Mr. Cook was arrested for driving left of center,
OVI and possession of a crack pipe found on him at the time
of his arrest. Mr. Cook was transported to the Washington County
Jail and given the option to post bond.
On 21 Feb 04 Deputy Sheriffs Stackpole and Norman were dispatched
to the Washington County Home, 845 County House Lane, Marietta,
to investigate an employee’s complaint of a belligerent
drunk. When they arrived, the suspect, Joseph F. Corp, age
45,
admitted he had been drinking and attempted to instigate a
fight with another resident.
Consequently, Mr. Corp was arrested, transported to the Washington
County Jail and released on a personal recognizance bond.
On 21 Feb 04, succeeding an argument concerning her husband’s
inclination to giving another female a ride on his motorcycle,
Sherry White, age 36, 21670 State Route 339, reported her husband
James, age 36, pushed her to the floor, causing her to be in
fear for her safety. Based on this information Deputy Sheriffs
Rhodes and Jenkins arrested Mr. White for domestic violence
and transported him to the Washington County Jail where he was
released on a personal recognizance bond.
On 21 Feb 04 Sgt. Jobes was dispatched to meet with the mother
of a 15 year old Belpre boy after she was informed by the Belpre
Police that her car was abandoned by two juveniles in a random
driveway. The mother stated and her son and his 15 year old
friend confirm, the juveniles took the vehicle and abandoned
it for fear they may get in trouble.
The mother requested and Sgt. Jobes concurred, that affidavits
be filed requesting summonses for the juveniles for being delinquent.
On 21 Feb 04, after observing a vehicle drive left of center
several times, Deputy Sheriffs Jenkins and Rhodes initiated
a traffic stop on Waterford Road near Twila Court.
In speaking with the driver, Deputy Jenkins noticed an odor
of alcohol and requested Mr. Cook submit to a series of field
sobriety tests, on which he performed poorly.
The passengers in the vehicle, Nicolas B. Bowman, age 23, 11700
Waterford Road, Waterford, and Mitchell J. Potts, age 27, 135
Groves Avenue, Marietta, were observed consuming alcohol in
the vehicle and Mr. Bowman admitted possessing marijuana.
Mr. Hofmann was arrested for driving left of center and OVI,
Mr. Bowman for consuming in a vehicle possession of marijuana
and Mr. Potts for consuming in a vehicle.
Mr. Hofmann and Mr. Bowman were released from the Washington
County Jail on a personal recognizance bonds while Mr. Potts
is being held on an outstanding warrant from Morgan County.
On 21 Feb 04 Raymond Barnhouse, age 53, 12710 County Road 9,
New Matamoras, reported between 1 and 10 am on 21 Feb 04, an
unknown suspect(s) entered his 1998 Chevy truck and damaged
the steering column. This case remains under investigation (296).
On 21 Feb 04 Terri L. Kidd, age 35, 50 Tabler Ridge Road, Stockport,
reported two individuals house-sitting her home allegedly stole
an Emerson TV, a Remington 20 gauge shotgun, two jackets, an
X Box and Playstation 2 with a number of games, a George Foreman
grill, a stuffed bear as well as several receptacles containing
change.
This case remains under investigation (187).
On 21 Feb 04, after observing a vehicle drive left of center
several times, Deputy Sheriffs Jenkins and Rhodes initiated
a traffic stop on State Route 550 near milepost 20.
In speaking with the driver, Shirley J. Kuhn, age 50, PO Box
102, Bartlett, Deputy Jenkins noticed an odor of alcohol and
requested Ms. Kuhn submit to a series of field sobriety tests,
on which she performed poorly. Based on his observations, Deputy
Jenkins arrested Ms. Kuhn for driving left of center and OVI
and transported her to the Washington County Jail where she
was released on a personal recognizance bond.

James Harold White, age 36, 21670 State Route
339, Beverly, for domestic violence, a misdemeanor.
White was arrested at his residence by Deputy Sheriff Rhodes
of the Washington County Sheriff’s Office and processed
into the Washington County Jail on 21 Feb 04 at 3:05 am.
Nicholas Bruce Bowman, age 23, 11700 Waterford Road, Waterford,
for possession of drugs and consuming alcohol in a vehicle,
both misdemeanors. Bowman was arrested on County Road 4 by Deputy
Sheriff Rhodes of the Washington County Sheriff’s Office
and processed into the Washington County Jail on 21 Feb 04 at
5:05 am.
Mitchell Jay Potts, age 27, 135 Groves Avenue, Marietta, for
failure to appear and consuming alcohol in a vehicle, both misdemeanors.
Bowman was arrested on County Road 4 by Deputy Sheriff Rhodes
of the Washington County Sheriff’s Office and processed
into the Washington County Jail on 21 Feb 04 at 5:05 am.
Carl Daniel Hofmann, age 26, 11480 Waterford Road, Waterford,
for .08 breath OVI and driving left of center, both misdemeanors.
Hofmann was arrested on County Road 4 by Deputy Sheriff Rhodes
of the Washington County Sheriff’s Office and processed
into the Washington County Jail on 21 Feb 04 at 5:45 am.
Joseph Franklin Corp, age 45, 845 County House Lane, Marietta,
for disorderly conduct by fighting, a misdemeanor. Corp was
arrested at his residence by Deputy Sheriff Norman of the Washington
County Sheriff’s Office and processed into the Washington
County Jail on 21 Feb 04 at 6:46 pm.
Martin Paul Eskell, age 45, 15920 State Route 7 South, Crown
City, OH, a fugitive from justice, a felony.
Martin was arrested on Clement Avenue by Patrolman Smeeks of
the Belpre City Police Department and processed into the Washington
County Jail on 21 Feb 04 at 9:00 pm.
Gregory Allen Cook, age 40, 465 Buckeye Ridge Road, Chesterhill,
for .08 breath OVI and driving left of center, both misdemeanors.
Cook was arrested on State Route 550 by Deputy Sheriff Rhodes
of the Washington County Sheriff’s Office and processed
into the Washington County Jail on 21 Feb 04 at 11:00 pm.
