On 24 Jan 04 Deputy Sheriff Mankins issued a citation to Andrew O. Kehl, age 22, 836 St Marys Avenue, Marietta, for failing to stop at a red light. Deputy Mankins stopped Mr. Kehl at the intersection of Third and Washington Streets.

On 24 Jan 04 Leonard E. Carpenter, age 60, 153 Harmar Street, Marietta, reported while at a friend’s home he was accosted by his friend with a gun and asked to leave the premises. This case remains under investigation (1203).

On 24 Jan 04 Deputy Sheriff Evans issued a citation to Nicole S. Bungard, age 18, 2503 Valleyview, Belpre, for failure to control. Ms. Bungard was eastbound on State Route 550 going 35 mph when she lost control of her Saturn and slid off the right side of the road and struck a fence. Ms. Bungard sustained no injuries.

On 24 Jan 04 an employee of Par Mar on State Route 50 in Little Hocking reported catching an individual attempting to shoplift two quarts of Pennzoil motor oil. A check of the suspect, Caleb Westbrook, age 21, Route 1 Box 41A, Little Hocking, showed the presence of an outstanding warrant from the Belpre Police Department. Mr. Westbrook was transported to the Washington County Jail and given the option to post bond (200) (698).

On 24 Jan 04 Sgt. Hiatt, Detective Alkire and Deputy Sheriff Eddy entered the Misty Blue on State Route 821 in an attempt to arrest Carla M. O’Neill, age 33, 104 Wooster Street, Marietta, on several outstanding warrants. Upon their arrival Deputy Eddy observed Ms. O’Neill playing pool topless. Ms. O’Neill failed to obey cease and desist orders and attempted to kick and bite the Deputies.
After kicking over several tables the Deputies were able to put a shirt back on Ms. O’Neill though they were forced to use pepper spray and restraints to transport her to the Washington County Jail where she is being held without bond.

On 24 Jan 04 Deputy Sheriff Mankins was dispatched to 18155 State Route 550 after a woman reported she was being held by a man with a knife. Angela D. Day, age 26, Route 8 Box 50, Marietta, stated that Delmar E. Wittekind, age 33, Route 4 Box 111B, Marietta, held a knife to her throat and threatened her life if she did not “tell him what she did.” At the same time Timothy G. McMaster, age 35, 18155 State Route 550, Marietta, was pointing a shotgun at the stomach of Ms. Day making similar threats. Mr. McMaster then raised the gun near Ms. Day’s ear and fired a shot into the wall toward the bathroom. After being advised of his rights, Mr. McMaster stated he believes someone was attempting to frame him for murder and also admitted to threatening Ms. Day and firing the shotgun. A warrant was issued for the arrest of Mr. Wittekind for felonious assault while Mr. McMaster was arrested for felonious assault and having weapons under disability and transported to the Washington County Jail where he is being held on $35,000 bond.

The following individuals were processed into the Washington County Jail:

Michael Dale Valentine, age 25, 1708 Staunton Avenue, Parkersburg, WV, for nonsupport of dependants, a felony. Valentine was arrested at her residence by Patrolman Blasko of the Marietta City Police Department and processed into the Washington County Jail on 24 Jan 04 at 5:30 am.

Caleb Seth Westbrook, age 21, 2050 Federal Road, Little Hocking, for theft and failure to appear at a hearing on unpaid fines, both misdemeanors. Westbrook was arrested on US 50 by Deputy Sheriff Jenkins of the Washington County Sheriff’s Office and processed into the Washington County Jail on 24 Jan 04 at 1:20 pm.

Charles Michael Biehl, age 40, Tick Hill Road, Lowell, for OVI, two counts of no operator’s license, two counts of probation violations, domestic violence and failure to appear at a hearing on unpaid fines, all misdemeanors. Biehl was arrested near the Morgan County Line by Deputy Sheriff Hiatt of the Washington County Sheriff’s Office and processed into the Washington County Jail on 24 Jan 04 at 5:25 pm.

Justin Allen Harris, age 21, 823 Second Street, Marietta, for disorderly conduct for fighting, a misdemeanor. Harris was arrested in Marietta by Deputy Sheriff Sears of the Washington County Sheriff’s Office and processed into the Washington County Jail on 24 Jan 04 at 6:00 pm.

Carla Marie O’Neill, age 33, 104 Wooster Street, Marietta, for assault, theft and resisting arrest, all misdemeanors. O’Neill was arrested at the Misty Blue by Deputy Sheriff Eddy of the Washington County Sheriff’s Office and processed into the Washington County Jail on 24 Jan 04 at 6:35 pm.
