On 22 Jan 04 Deputy Sheriffs Rhodes and Jenkins
were dispatched to the home of Sara Goff, age 26, 7355 Veto
Road, Belpre, after Ms. Goff reported two male subjects took
a six to eight foot drainage pipe from her property without
permission. Ms. Goff stated she believed the suspects were
on
their way to the American Car Crusher and gave the Deputies
a description of the vehicle.
Deputies successfully located the vehicle and began a dialogue
with the vehicle’s two male occupants.
The driver of the vehicle, William Kemp Jr., age 37, 9008 State
Route 555, Cutler, admitted taking the pipe but claimed he
was
given permission to do so.
A further check into Mr. Kemp yielded evidence he was driving
under a suspended license.
While speaking with the other male passenger, Larry Foggin,
age 36, 9008 State Route 555, Cutler, Deputy Rhodes noticed
an open can of beer on the floor of the passenger side of the
vehicle. Mr. Kemp was arrested for theft and operating without
a license and Mr. Foggin for theft and consuming in a motor
vehicle. The pipe was returned to Ms. Goff and both men were
transported to the Washington County Jail and given the option
to post bond.
On 22 Jan 04 Deborah D. Wiley, age 52, 289 Virginia Street,
New Martinsville, WV, reported she was assaulted by an acquaintance
while retrieving a cellular phone from her mother’s residence
at 50510 State Route 7, New Matamoras.
This incident remains under investigation (296).
On 22 Jan 04 a Marietta woman reported her ex-boyfriend continues
make harassing phone calls, even after being asked not to do
so.
This case remains under investigation (296).
On 22 Jan 04 the Sheriff’s Office received
a phone call from Robert F. Shockey, age 42, indicating he was
going to harm himself. Special Response Team Officers responded
to the scene and were able to confirm Shockey was deceased due
to an apparent self-inflicted gunshot wound.
On 22 Jan 04 Joanna Klintworth, age 27, 4885 Township
Road 939, Caldwell, reported she was assaulted while recovering
items from her former residence at 14285 Muskingum River Road,
Lowell. An investigation concluded the charge was unfounded
(586).
On 22 Jan 04 a Lowell resident reported being
the victim of telephone harassment. This case remains under
investigation (1291).
On 22 Jan 04 Deputy Sheriff Coppernoll filed an affidavit requesting
a summons for James K. Perine, age 65, 170 Pleasant Ridge Road,
Marietta, for willfully leaving a junk vehicle in the open for
more than ten days on or about 7 Jan 04, a violation of Section
4513.65 of the Ohio Revised Code.
On Thursday 22 Jan
04 the Sheriff’s Office received the following warrants:
James A. Ash, age 45, last known address of 5585 State Route
821, Whipple, OH, for Theft. Ash was charged by Deputy Sheriff
Jobes of the Washington County Sheriff’s Office.
James D. Ramsey, age 40, 300 Starlight Drive, Box 23, Marietta,
OH, for Contempt of a Court Order for failing to appear at the
Washington County Jail to serve 3 days on the charge of Domestic
Violence. Ramsey was charged by the Washington County Sheriff’s
Office.
Jon A. Cox, age 19, 1 Campus View Drive, Church Hall #4, Vienna,
WV, for a Probation Violation for failing to appear at a scheduled
probation meeting on November 7, 2003.
Gary Shawn Anderson, age 28, 1214 Eastman Street, Zanesville,
OH, for a Probation Violation for failing to show proof of obtaining
a valid operator’s license or to appear to serve 3 days
jail on December 29, 2003. Anderson was previously charged with
No Operator’s License by Patrolman Hearn of the Marietta
City Police Department.
Brad E. Nelson, age 29, 317C Gilman Street, Marietta, OH, for
a Probation Violation for failing to pay his fines in full
or
to appear to serve 10 days jail on December 11, 2003.
Nelson was charged by the Marietta Municipal Court.
Allen L. Staten, age 28, 7772 Kilpatrick Drive, Uhrichsville,
OH, for a Probation Violation for failing to obtain a valid
operator’s license or to appear to serve 3 days jail
on January 10, 2004.
Staten was previously charged with No Operator’s License
by Deputy Sheriff Kapple of the Washington County Sheriff’s
Office.
Melanie E. Holcomb, age 23, Route 2 Box 132, Friendly, WV,
for a Probation Violation for failing to appear for a scheduled
probation appointment on December 17, 2003.
Holcomb was previously charged with Operating a Motor Vehicle
while under the Influence by Deputy Sheriff Jenkins of the
Washington
County Sheriff’s Office.
Roger A. Adams, age 20, Route 2 Box 51, County Road 15, Lower
Salem, OH, for Littering. Adams was charged by Deputy Sheriff
Casto of the Washington County Sheriff’s Office.
Terrance M. Price, age 39, 1515 Bel-Del Court, Belpre, OH, for
Contempt of Court for failing to report to the Washington County
Jail on January 17, 2004 to serve 1 day on the charge of Domestic
Violence. Price was charged by the Washington County Sheriff’s
Office.
Terrance A. Stoots, age 48, 114 Bartlett Street, Marietta, OH,
for a Probation Violation for failing to appear for a scheduled
probation meeting on January 14, 2004. Stoots was charged by
the Marietta Municipal Court.
The following individuals
were processed into the Washington County Jail:
William Edward Noland Jr., age 40, 623 Virginia
Street #309, Marietta, a fugitive from justice, a felony, and
for failure to appear at a hearing on unpaid fines, a misdemeanor.
Noland was arrested on Gilman Street by Patrolman Arbaugh of
the Marietta City Police Department and processed into the
Washington
County Jail on 22 Jan 04 at 10:15 am.
Larry Wayne Foggin, age 36, 9008 State Route 555, Cutler, for
theft and consuming in a vehicle, both misdemeanors. Foggin
was arrested on State Route 7 Deputy Sheriff Rhodes of the Washington
County Sheriff’s Office and processed into the Washington
County Jail on 22 Jan 04 at 4:30 pm.
William Keever Kemp Jr., age 37, 9008 State Route 555, Cutler,
for theft and driving under suspension, both misdemeanors.
Kemp was arrested on State Route 7 Deputy Sheriff Rhodes of
the Washington County Sheriff’s Office and processed into
the Washington County Jail on 22 Jan 04 at 4:30 pm.
