On 14 Jan 04 Deputy Sheriff Malone met with Janet Hoopes, age 45, 10299 State Route 821, Lower Salem, concerning a domestic violence complaint. Mrs. Hoopes stated her husband Rodrick Hoopes, age 47, punched her in the side of her head and threatened her, causing Mrs. Hoopes to be in fear for her safety. As a result of his investigation Deputy Malone arrested Mr. Hoopes for domestic violence and transported him to the Washington County Jail where he is being held without bond pending an appearance in Marietta Municipal Court.

On 14 Jan 04 while on patrol westbound on US 50 near Township Road 97, Deputy Sheriff Underwood observed a gold Plymouth driving with expired tags. A routine check showed the tag was registered to a four door Oldsmobile. Upon making contact with the driver Roy D. McElfresh, age 20, 606 Elm Street, Belpre, Deputy Underwood learned Mr. McElfresh was driving with a license suspended in another state. Mr. McElfresh was issued a citation for violation of a driver’s license compact.

On 14 Jan 04 a Newport resident reported receiving harassing phone calls. This case remains under investigation (200).

On 14 Jan 04 an employee of the Stonebridge Company, 1635 Warren Chapel Road, Marietta, reported after repeatedly unhooking and placing a lock on a customer’s gas line for nonpayment, the customer continues to hook his gas line back up. This case remains under investigation (1090).

On 14 Jan 04 Deputy Sheriff Malone filed affidavits requesting summonses for a mother for disorderly conduct and daughter for delinquency, a result of an altercation that took place between them on 2 Jan 04.

On 14 Jan 04 an employee of Jerry’s Auto, 619 Main Street, Belpre, reported a customer came to the business after hours, picked up his 1998 Chevy Yukon and left without paying his bill. This case remains under investigation (1090).

On 14 Jan 04 Deputy Sheriff Stackpole issued a citation to Dana K. Tabler, age 55, 232 McGraw Road, Stewart, OH, for failure to register. Deputy Stackpole stopped Mr. Tabler on State Route 7 near County Road 3 after he observed the temporary tags on Mr. Tabler’s car expired in November of 2003.

The following individuals were processed into the Washington County Jail:

Rickey Elden Anderson, age 46, 1007 Orchard Street Apt. 7, Marietta, for a violation of his probation, a misdemeanor. Anderson was arrested at the Marietta Probation Office by Probation Officer Hamilton of the Marietta Probation Office and processed into the Washington County Jail on 14 Jan 04 at 12:05 pm.

Richard Lee McElfresh Jr., age 25, 606 Elm Street, Belpre, for failure to appear at a court ordered hearing on unpaid fines, a misdemeanor. McElfresh turned himself in to Deputy Sheriff Carr of the Washington County Sheriff’s Office and was processed into the Washington County Jail on 14 Jan 04 at 1:55 pm.

Ronald Gene West Jr., age 28, 210 Front Street Apt. 2, Marietta, for contempt, breach of recognizance and parking with expired registration, all misdemeanors. West was arrested at his residence by Deputy Sheriff Sears of the Washington County Sheriff’s Office and processed into the Washington County Jail on 14 Jan 04 at 3:45 pm.

Rodrick Jay Hoopes, age 47, 10299 State Route 821, Lower Salem, for domestic violence, a misdemeanor. Hoopes was arrested at his residence by Deputy Sheriff Malone of the Washington County Sheriff’s Office and processed into the Washington County Jail on 14 Jan 04 at 5:00 pm.
