On 31 Dec 03 Chris Miller, age 33, 4674 Veto Road,
reported while in his kitchen, Mr. Miller’s brother started
a fight with him. This case remains under investigation (586).
On 31 Dec 03 while on patrol northbound on State Route 7 near
County Road 51 in Belpre Township, Deputy Sheriff Kapple observed
a blue Dodge driving erratically.
After initiating a traffic stop and making contact with the
driver Deputy Kapple noticed an odor of alcohol. The driver,
Teresa Welling, age 35, 705 Hall Street Apt. 7, Parkersburg,
WV, failed sobriety tests, was arrested for OMVI and transported
to the Washington County Jail.
On 31 Dec 03 Harry Kilmer, age 39, 319 Hendricks Street, New
Matamoras, reported after paying a business to complete construction
work on his home, the business failed to do so.
This case has been sent to the Prosecutor’s Office for
possible grand jury consideration (1090).
On 31 Dec 03 the Sheriff’s Office began assisting the
Parkersburg Police Department in an investigation alleging the
improper sale of a Washington County resident’s vehicle
at a Parkersburg car lot (1090).
On 31 Dec 03 Brent A. Morris, age 22, 112 ½ Oak Grove
Lane, Marietta, reported an acquaintance may have stolen $180
out of his wallet while visiting Mr. Morris’ home.
This case remains under investigation (490).
On 31 Dec 03 a Washington County resident reported her grandson
stole $400 in change from her and after being confronted the
grandson threw a phone through a glass door, breaking it then
ripped his bedroom door of its hinges. After being put in fear
for her safety, the grandson was taken into custody for domestic
violence and transported to the Juvenile Center pending charges
in Juvenile Court (490).
On 31 Dec 03 Larry L. Carpenter, age 35, 1789 Masonic Park
Road, Marietta, reported an unknown suspect(s) threw a piece
at his trailer, causing a large dent.
This case remains under investigation (200) (698).
On 31 Dec 03 Deputy Sheriff Stackpole was dispatched to a Belpre
home concerning a domestic violence complaint.
A woman reported after an argument her son went to his room
and began to punch his wall and door.
When told to stop the son punched his mother in the chest,
knocking her into a wall.
The son was taken into custody for domestic violence and transported
to the Juvenile Center pending charges in Juvenile Court (1090).
The following individuals
were processed into the Washington County Jail:
Jerry M. Withrow, age 34, 206 ½ Sheldon
Avenue, Marietta, for receiving stolen property, a felony, and
failing to appear at a hearing on unpaid fines, a misdemeanor.
Withrow was arrested on Pike Street by Patrolman Hupp of the
Marietta City Police Department and processed into the Washington
County Jail on 31 Dec 03 at 3:15 am.
Mitchell J. Potts, age 27, 135 Groves Avenue,
Marietta, for a probation
violation, a misdemeanor.
Potts was arrested at the Municipal Court Probation Office
by Probation Officer Hamilton and processed into the Washington
County Jail on 31 Dec 03 at 8:20 am.
William J. Carter, age 19, 816 Virginia Street, Beverly, for
a probation violation, a felony. Carter was picked up at Septa
by Deputy Sheriff Underwood of the Washington County Sheriff’s
Office and processed into the Washington County Jail on 31 Dec
03 at 5:10 pm.
David R. Grimm, age 19, 914 Freeland Street, Pittsburgh, PA,
for OMVI and failure to control, both misdemeanors. Grimm was
arrested on Mount Tom Road by Trooper Courson of the Ohio State
Dulaney was processed into the Washington County Jail on 31
Dec 03 at 9:20 pm.
