On Friday 19 Dec 03 Sheriff’s Deputies responded to a call of a possible robbery in progress at Sponey’s IGA in Lowell , OH .

While en route Deputies learned that three suspects stuffed three cartons of Camel, two cartons of Winston and five cartons of Marlboro cigarettes in a duffel bag and fled the scene while being chased by store employees. As they neared the scene, Deputies Hiatt, Huffer, Evans and Kapple embarked upon a multi-directional dragnet in order to apprehend the suspects. After a foot pursuit Deputies Kapple and Evans apprehended Matthew S. West, age 32, 1204 Latrobe Street, Parkersburg, WV, near Waterford Elementary School on State Route 339 while Deputy Huffer took William A. Boyd, age 36, 906 Hill Street, Belpre, into custody on State Route 339 and Deputy Hiatt arrested Troy V. Lemley, age 25, 3874 Tick Ridge Road, Vincent. All three defendants were transported to the Washington County Jail and will be charged with theft, a violation of section of 2913.02(A-1) of the Ohio Revised Code.

On 19 Dec 03 Deputy Sheriff Jenkins was dispatched to the home of David Pottmeyer, age 46, 960 Christy Road, Fleming, after Mr. Pottmeyer reported his storage building was set ablaze. An unknown suspect(s) set the fire between 10 pm on 18 Dec and 5 am on 19 Dec which resulted in the total loss of the following items: a John Deere tractor model 110, a loss of $1,000, a Honda EX ATV, a loss of $5,000, a Hilde concrete drill, a loss of $1,500, a saws all, a loss of $150, a Portaband saw, a loss of $250, a 4500 watt generator, a loss of $600, a Stihl chainsaw, a loss of $200, a Kompco welder, a loss of $1,000, a Craftsman circular saw, a loss of $50, a Craftsman shop-vac, a loss of $100, various Craftsman tools, a loss of $1,000, a Honda 300 ATV, a loss of $3,000 and a Troy-Built rototiller, a loss of $500. This case remains under investigation (698).

On 19 Dec 03 Deputy Sheriff Eddy filed an affidavit requesting a summons for Evelyn Sacks, age 34, 845 County House Lane, Marietta, for theft, a violation of section 2913.02(A-1) of the Ohio Revised Code. Deputy Eddy filed the affidavit after Ms. Sacks allegedly borrowed a friend’s rings and refused to return them.

On 19 Dec 03 the Washington County Sheriff’s Office received the following warrants:

Rebecca A. Wolfe, age 24, Rouet 2 Box 314 Belpre OH, for Contempt (Fines) for failure to appear at a court ordered hearing on unpaid fines in the sum of $82.00. Wolfe was previously charged with Passing Bad Checks by Patrolman Blasko of the Marietta City Police Department.

Ricky D. Stevens, age 36, Post Office Box 204, Philo OH, for Contempt (Fines) for failure to appear at a court ordered hearing on unpaid fines in the sum of $241.00. Stevens was previously charged with No Operator’s License by Patrolman Huffman of the Marietta City Police Department.

Garland Pack, age 46, Route 1 Box 203A, Middlebourne WV, for Contempt (Fines) for failure to appear at a court ordered hearing on unpaid fines in the sum of $847.00. Pack was previously charged with Operating a Motor Vehicle while under the Influence by Trooper Shepard of the Ohio State Highway Patrol.

David M. Moore, age 27, 2412 Covert Street, Apartment 47 , Parkersburg , WV , for Contempt (Fines) for failure to appear at a court ordered hearing on unpaid fines in the sum of $157.00. Moore was previously charged with No Operator’s License by Trooper Shepard of the Ohio State Highway Patrol.

Bridget M. Jackson, age 24, 1017 Jesterville Road , Parkersburg , WV , for Contempt (Fines) for failure to appear at a court ordered hearing on unpaid fines in the sum of $148.00. Jackson was previously charged with No Operator’s License by Patrolman Williams of the Belpre Police Department.

John D. Carpenter, age 26, 109 Jefferson Drive, Apartment 8 , Caldwell OH , for Contempt (Fines) for failure to appear at a court ordered hearing on unpaid fines in the sum of $108.00.

Robert I. Bishop, age 37, 1102 Brown Avenue , Pueblo CO , for Contempt (Fines) for failure to appear at a court ordered hearing on unpaid fines in the sum of $93.00. Bishop was previously charged with Assault by Patrolman Morris of the Belpre Police Department.

Michael Allen Emerick, age 45, 4015 Patten Mills Road , Stockport OH, for Contempt (Fines) for failure to appear at a court ordered hearing on unpaid fines in the sum of $207.00. Emerick was previously changed with Disorderly Conduct.

Angela L. Striblin, age 44, 707 Elm Street, Belpre, OH, for a probation violation for failing to appear at the Washington County Jail to serve 3 days. Striblin was previously charged with criminal damaging by Patrolman Morris of the Belpre City Police Department.

Sherry L. Baker, age 40, Route 1 Box 143A1 Davisville, WV, for contempt of a court order for failing to seek work or pay child support.

The following individuals were processed into the Washington County Jail:

Terrance M. Price, age 39, 1515 Del-Aire Court A, Belpre, OH, for a misdemeanor charge of driving under suspension. Price was arrested on US 50 in Belpre by Patrolman Morris of the Belpre Police Department and processed into the Washington County Jail on 19 Dec 03 at 4:10 am.

Melissa Jo Flesher, age 29, 598 Tennis Center Drive, Apartment 39, Marietta, OH, for two felony counts of possession of drugs. Flesher turn herself in to Deputy Sheriff Sears of the Washington County Sheriff’s Office and was processed into the Washington County Jail County Jail on 19 Dec 03 at 8:15 AM.

William Andrew Boyd, age 36, 906 Hill Street, Belpre, OH, for a misdemeanor charge of theft. Boyd was arrested at Sponey’s IGA by Deputy Sheriff Hiatt of the Washington County Sheriff’s Office and processed into the Washington County Jail on 19 Dec 03 at 2:30 PM.

Troy Vincent Lemley, age 25, 3874 Tick Ridge Road, Vincent, OH, for misdemeanor charge of theft. Lemley was arrested at Sponey’s IGA by Deputy Sheriff Hiatt of the Washington County Sheriff’s Office and processed into the Washington County Jail on 19 Dec 03 at 2:30 PM.

Matthew Scott West, age 32, 1204 Latrobe Street, Parkersburg, WV, for theft and failure to appear, both misdemeanors. West was arrested at Sponey’s IGA by Deputy Sheriff Hiatt of the Washington County Sheriff’s Office and processed into the Washington County Jail on 19 Dec 03 at 2:30 PM.

Robert Lee Boylen III, age 22, 36947 Township 291, Lower Salem, OH, for no operator’s license, possession of drugs, no seatbelt and window tint, all misdemeanors. Boylen was arrested on Interstate 77 by Trooper Courson of the Ohio State Highway Patrol and processed into the Washington County Jail on 19 Dec 03 at 4:15 PM.

Charles Edward Haught III, age 20, 646 Phillips Street, Marietta, OH, for no operator’s license, possession of drug paraphernalia, hazardous zones, open container, and operating a motor vehicle underage consumption, all misdemeanors. Haught was arrested on State Route 550 by Trooper Walker of the Ohio State Highway Patrol and processed into the Washington County Jail on 19 Dec 03 at 5:11 PM.

Jeffrey Lee Ingram, age 24, 718 Ohio Avenue, Apartment A, Belpre, OH for burglary and theft, both felonies. Ingram turned himself in to Patrolman Combs of the Belpre Police Department and was processed into the Washington County Jail on 19 Dec 03 at 9:55 PM.
