On November 18, 2003 Rhea D Packard, 5550 Null Road, Coolville,
Ohio, age 32, was cited for Failure to Obey Traffic control
Device.
On November 18, 2003 Randall L Mayle, Budget Lodge, Belpre,
Ohio, age 38, was arrested on Bench Warrants for Failure to
serve Jail, Failure to appear on Criminal Trespass and Failure
to Pay Fines. He was taken to Washington County Jail.
On November 18, 2003 Erin E Gittinger, 6625 Saddlebrook Ct,
Loveland, Ohio, age 22, was cited for Speed (69 mph in a 50
mph zone).
On November 18, 2003 Heather A Humeniuk, 4177 Canfield Road,
Canfield, Ohio, age 21, was cited for Speed (70 mph in a 50
mph zone).
On November 18, 2003 Michael S Owens, 212 Penn Avenue, Marietta,
Ohio, age 22, was cited for Driving Under Suspension.
On November 18, 2003 an inmate at the Washington County Jail
reported to the Sheriff’s Office that he was injured during
an altercation with another inmate. The injured inmate chose
not to seek prosecution (594).
On November 18, 2003 Sheriff’s Deputy Eddy was dispatched
to 2783 Sealy Ridge Road, Vincent, after Rodney Blow, age 57,
reported he was injured in a tractor accident. Unaware the tractor
was in gear, Mr. Blow started the tractor while standing on
the ground and the tractor ran over him. The Little Hocking
Fire Department transported Mr. Blow to Camden Clark Memorial
Hospital for treatment.
On November 18, 2003 James E. Lowers, age 57, 385 East Branch
Road, Lowell, reported to the Sheriff’s Office that between
6 am and 4:30 pm on 15 Nov 03, an acquaintance allegedly took
his AKC registered bloodhound General Beauregard’s Trooper.
This case remains under investigation (1071).

On 18 Nov 03 Margie E. Dell, age 36, 141 Warner
Street, Marietta, reported to the Sheriff’s Office that
while working at Gates Green Village Apartments, 125 Millers
Lane, Marietta, she observed an unauthorized individual dumping
garbage into the apartment complex’s dumpster. This case
remains under investigation (669).
On 18 Nov 03 Deputy Eddy investigated a multi-vehicle accident
that occurred on the property of Rodney Blow, age 57, 2783
Sealy
Ridge Road, Vincent. After an investigation Deputy Eddy deduced
that Mr. Blow was standing next to his 1956 Ford tractor when
he started it, not knowing it was in gear. The tractor then
ran over Mr. Blow and rolled down the left side of a cul-de-sac
and struck a 1994 Dodge Dakota which then struck a 1991 Ford
Ranger.
The Little Hocking Emergency Squad transported Mr. Blow to
Camden Clark Memorial Hospital for treatment of his injuries.
Vehicular
damage is estimated at light to moderate.
On 18 Nov 03 Sheriff’s Deputy Wilson issued
a citation to Charles Bennett, age 30, 21140 Varner Road, Guysville,
for traveling 52 mph in a 35 mph zone. Mr. Bennett was stopped
while northbound on County Road 4 near Township Road 50.
On 18 Nov 03 Margie E. Dell, age 36, 141 Warner

were processed into the Washington County Jail:
Randall L. Mayle, age 38, Marietta, for failure to appear, a
misdemeanor. Mayle was arrested by Officer Williams of the Belpre
Police Department and processed into the Washington County Jail
on 18 Nov 03 at 1:05 pm.
Shirley K. Scott, age 47, 135 Paddock Green Drive, New Martinsville,
WV, for OMVI, speeding and no seat belt, all misdemeanors. Scott
was arrested by Trooper Roe of the Ohio State Highway Patrol
and processed into the Washington County Jail on 18 Nov 03 at
1:40 pm.
Joesoph A. Ward, age 19, 56 Lee Avenue F 1, Newark,
for driving left of center and no operator’s license,
both misdemeanors. Ward was arrested by Deputy Underwood of
the Washington County Sheriff’s Office and processed into
the Washington County Jail on 18 Nov 03 at 5:42 pm.
Donald R. Rice Jr., age 27, PO Box 136, New Matamoras, for theft,
a misdemeanor. Rice was arrested by Officer Huffman of the Marietta
Police Department and processed into the Washington County Jail
on 18 Nov 03 at 2:20 am.
